Description
Pre-solicitation notice Remanufacture or Exchange Engines and Selected Power Train Components to convert High Mobility Multi-Wheeled Vehicles (HMMWV) for Letterkenny Army Depot (LEAD), Chambersburg, PA 17201. The power packs will be used to convert various early series HMMWVs to the to the M1097R1E. A one year requirements contract is being solicited for an estimated 4,680 power packs. The performance period is anticipated to be August, 2008, through August, 2009. This requirement is being awarded on a full and open competition basis. The contract will be a Firm Fixed Price using FAR Part 12, Acquisition of Commercial Items. Contractor will be required to provide all supplies/parts, material, equipment and labor to remanufacture or exchange HMMWV power packs in accordance with the performance work statement. A power pack consists of engine, starter, automatic transmission, transfers, two differentials, and an alternator with mounting kit. Only contractors that are designated by GMC as authorized rebuild centers or contractors that can provide objective evidence that validates their rebuild process, parts, testing and services meet or exceed GMC OEM specifications and authorizaation standards will be considered. LEAD anticipates needing 390 power packs per month. The turn around period for overhaul of the assembled power packs is not to exceed 3 weeks. The FOB point is LEAD (destination). Contract is required to pick up unserviceable power packs and deliver remanufactured power packs at LEAD. Proposals will be based on a Best Value basis. The criteria is Technical Capability, Experience, Volume Capacity, Past Performance, and Net unit price. The annotate closing date for the solicitation is an estimated date and may be adjusted dependents upon the release of the solicitation. The solicitation will not close prior to the annotated closing date. Foreign firms are reminded that all requests for solicitation must be processed through their respective embassies. All responsible sources may submit a proposal, which shall be considered by this agency. Requests for a solicitation package via email to catherine.baker1@us.army.mil.
