Description
THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. The Naval Air Systems Command; Aircraft Division (NAWCAD) (AIR 2.5.1.3), Patuxent River, MD 20670-1127 intends to negotiate on a sole source basis with Bell Helicopter Textron Inc. 600 E. Hurst Blvd Hurst, TX 76053, to support the Aircraft Survivability, Vulnerability, and Safety Program’s Prototyping and Modeling efforts. The Advanced Survivable Canopy project will develop and test a prototype ballistically tolerant window and canopy system to be installed in an AH-1W airframe. The effort will include developing parameters that, when incorporated into a form, fit, and functionally compatible AH-1W canopy design, will measure the effectiveness of the technology to withstand ballistic impacts with little or no mission degradation. Once parameters are established, the canopy will be designed, built and tested, and the requirements for integrating the canopy into the fleet will be documented. The Advanced Threats project intends to model existing combat damage using Livermore Software LS-DYNA Transient Dynamic Analysis Code in order to extrapolate damage effects to all parts of an aircraft. The MV-22 will be used for this effort. The estimated contract value is $750,000.00. This action is being pursued on a sole source basis under the statutory authority of 10, U.S.C. 2304 (c)(2) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. The period of performance for this requirement is for (12) twelve months from date of contract award with two (12) twelve month options, if exercised. While this notice of intent is for information purposes only, and not a request for competitive proposals, interested parties may identify their interest and technical capability, respond to this requirement, and may submit information, which shall be considered by the NAWCAD. The Government retains the right not to compete this requirement based on responses to this notice.
