Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulations (FAR), Part 12, utilizing FAR 13, Simplified Acquisition Procedures. This announcement constitutes the synopsis; proposals are being requested electronically to Mr. Raymond Hawkins, hawkinsra@mail.nih.gov. This solicitation is being issued as Request for Quotations (RFQ) under NLM 08-126/RSH. This solicitation document incorporates provisions and clauses that are in effect in the February 2008 FAR Revision, including all FAR Circulars issued as of the date of this synopsis. The North American Industry Classification System (NAICS) code is 541611 – Administrative Management and General Management Consulting Services. It is the intent of the National Library of Medicine (NLM) to procure professional acquisition and business management assistance services on behalf of the National Institute of Health (NIH) Office of the Director (OD), NIH Business Systems (NBS) Program Management Office (PMO). Background The overall objective of the NIH Business System is to facilitate the scientific mission of the National Institutes of Health and enable administrative and scientific support that is cost effective and provides accurate and timely information. The immediate scope of the NBS includes the implementation of business or "functional" areas to replace those currently included in the legacy administrative system within the new NIH Enterprise System. In order to successfully accomplish this goal, the NBS has to ensure that all systems, software applications, etc. work cohesively in an effective and efficient manner. Task Description Independently and not as an agent of the Government, the Contractor shall provide expert acquisition, management and technical services to the Program Management Office of the NIH Business System Project. Provide overall acquisition and business management assistance to the NBS PMO. These services include: planning, organizing and coordinating assigned projects and activities. These services will enable the NBS PMO to more effectively manage its portfolio of acquisitions and project management activities. The specific current tasks include services toward the following: Task 1: Advise NBS leadership on critical issues, such as management, acquisition policies and procedures, organizational structure, and operational matters. Task 2: Developing and implementing a performance monitoring and review methodology to assist the Director and PMO staff in monitoring the overall acquisition and business management operations. Task 3: Assist in the execution of management and acquisition business events throughout the year. Task 4: Mentoring NBS PMO staff on Federal and Departmental regulations and policies related to acquisition and project management duties. Provide day-to-day assistance with file documentation, invoice processing, overall acquisition cycle training and business management reporting including the OMB 300. Task 5: Address problems with acquisition transactions, troubleshoot and provide recommendations for correction. Task 6: Performing policy and issue analyses for the Director and PMO staff on a myriad of topics as assigned. Following these analyses, develops appropriate policy documents/memoranda/reports/presentations for higher-level review. Deliverables Deliverable 1: Monthly reports on all activities performed during the previous month. Deliverable 2: Special reports as specified by the Director in conjunction with the activities outlined above. Deliverable 3: Status reports covering major project activities, including issues, risks, staffing/resource changes and issues, as required Period of Performance The period of performance shall be for one year starting from DATE of AWARD with two one-year options. Quotations should include a narrative of experience. The technical portion of quotations will receive paramount consideration in selecting a vendor. However, cost/price will also be a significant factor in the event that two or more vendors are determined to be essentially equal following the evaluation of technical factors. Evaluation Criteria The following technical evaluation criteria will be used in evaluating offers: Criterion 1: Detailed Understanding of NBS Contract, Budget and Project Management Issues. (40 %) Criterion 2: Extensive Experience with and Historical Knowledge of NBS Processes and Procedures including Contracts, Budget and Project Management. (25%) Criterion 3: Experience and Expert Knowledge of Federal Acquisition Regulations with special emphasis of HHS and NIH regulations and policies. (20%) Criterion 4: Cost (15%) Anticipated date of award is no later than June 2, 2008. Closing date and time for receipt of offers is 12PM Eastern Standard Time on May 23, 2008. PROPOSALS ARE TO REMAIN EFFECTIVE FOR 60 DAYS AFTER CLOSE OF SOLICITATION. Offers may be submitted on company letterhead stationery indicating nomenclature; part number; unit price and extended price, FOB point; payment terms and any discount offered for prompt payment. The proposed acquisition will be procured under FAR Part 12-Commercial Item Acquisitions. This is a Request for Quotations (RFQ) and no other document will be issued. NO ELECTRONIC OR FACSIMILE RESPONSES WILL BE ACCEPTED. NLM Synopsis NLM-08-126/RSH. Vendor shall comply with all applicable Federal, State and Local laws, executive orders, rules and regulations applicable to its performance under this order.
