- This is a SOURCES SOUGHT NOTICE to identify the availability of potential sources capable to provide commercialization assistance for the National Science Foundation’s Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs Phase II and IIB grantees. This notice is for market research purposes only and does not constitute a Request for Quote or Request for Proposal; and, it is not considered to be a commitment by the Government nor will the Government pay for information solicited; no basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided. At this time no solicitation exists; therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. The Government reserves the right to consider any arrangement as deemed appropriate for this procurement. The National Science Foundation (NSF), an independent agency of the Federal Government, makes grant awards to small business concerns for research and development projects under the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Programs. The Division of Industrial Innovation and Partnerships (IIP) is responsible for administering NSF’s SBIR and STTR programs. For information on the SBIR/STTR programs see http://www.nsf.gov/eng/iip/sbir. NSF is conducting market research to identify potential sources capable of delivering a program to enhance the effectiveness of the Phase II commercialization effort. Based upon preliminary research, we believe potential offerors can provide NSF a broad distributed network of resources that includes partnerships with local and regional entities to effectively deliver a Phase II Commercialization Assistance Program (CAP). The Phase II CAP requirement has three components: development and management of a mentor network that will provide regular (quarterly) guidance to NSF Phase II and IIB grantees; providing grantees enhanced capability to manage the grantees’ Intellectual Property (IP) portfolio; and a means to identify and access regional or local –to the grantee- resources. All interested potential offerors should submit a package outlining their capabilities as relevant to the performance of these requirements. The package should not exceed 4 pages and should contain the following information: (1) A discussion of a proposed Phase II CAP work flow that demonstrates knowledge of the current NSF SBIR/STTR Phase II program; (2) A description of how the potential offeror would administer a geographically-distributed network mentor program to enhance the Phase II commercialization effort of NSF grantees; (3) A description of a process or tool the potential offeror would use to enable grantees to monitor and manage their Intellectual Property portfolio; (4) A description of an IT management tool to identify grantee-local resources which can be utilized by NSF and NSF’s grantees; and (5) Provide a brief synopsis of specific commercialization experience in a technology-enabled business. Responses must be received by 3PM (EST) on May 20, 2008. Please provide these packages via email to Ms. Evelyn S. Tyndell at etyndell@nsf.gov.
