Description
Question 1 Our intent will be to hire incumbent personnel. Having said that, can you tell us how many employees are currently working on the contract? Answer: This is a performance based contract where the government is buying the services only. It is the contractors responsibility to determine how many employees are needed to meet the requirement. Question 2. As a follow up for our pricing, how long has each of the employees been working on the current contract or predecessor contracts? Answer: Since the contract service providers are not employees of the government, we have no knowledge of their tenure. Question 3: The Wage Determination extract, Exhibit 1, provides some Occupational Codes and a Minimum Wage Rate. Are these the labor categories and wage rates that you expect us to use in determining employee salaries? Answer: The wage determination list the minimum required salaries by law, it is the offerors responsibility to determine the bill rate taking into consideration fringe benefits, taxes, etc. Question 4: Why are the Paramedics and EMT not listed on the Wage Determination? Answer: The wage determination applicable to this requirement is 2005-2511 Revision 4, dated 29 May 2007. The complete wage determination can be accessed at www.wdol.gov. Question 5: Does a government driver's license mean a military driver's license as opposed to a Texas state driver's license? Answer: A valid Texas drivers license is required. Question 6 How long will our employees have to obtain a government drivers license? Answer: A government license is not required. Question 7 If a military license is required, what organization is responsible for issuing military licenses? Answer: A military license is not required Question 8 Can you provide a copy of the WBAMC SOP for physical security/key control so we can ensure that our procedures are compatible? Answer: Offerors do not have to meet the requirement of the SOP prior to award. Question 9 Management Capabilities on page 35, asks us to describe our transition plan. Will there be a transition / phase in period? How long? Answer: There will be a 60 day transition period. Question 10 Section 4.2.1 states that the contractor will provide enough EMT personnel to operate: It lists Field ambulance as required. Can you explain how the 500 hours of Field Ambulance Services is determined? Answer: It is an estimated number of hours based on historical data. Question 11 Can I have the historical data on overtime worked on this contract in 2006/2007? Answer: There is no requirement for overtime. Services are required 24 hours per day 7 days a week. Question 12 Along those same lines, can we have the total cost of the contract in 2006/2007? Answer: The only data we have available is from 1 Apr 2007 thru 31 mar 2008 and the total contract value was $1,344,451.40. For additional cost information will need to submit a Freedom of Information Act request to Kathy Parkin at kathy.parkin@us.army.mil. Question 13 We do not qualify as a small business listed on this solicitation. Would there be an opportunity to request a waiver if my company is determined to be the most qualified or sole bidder of this contract? Answer: There is no waiver for the Set-Aside requirement. Only proposals from offerors registered in the Central Contractor Registration as a Small Business will be evaluated.
