Description
It is the intent of the Missile Defense Agency to negotiate on a sole source basis with Lockheed Martin Space Systems Company (LMSSC), P.O. Box 3504, Sunnyvale, California 94088-3504 for the manufacturing of THAAD Fire Units 3 and 4. The contracting approach for this manufacturing effort will be to modify the existing Fire Unit Fielding (FUF) Contract HQ0147-07C-0196. Contract HQ0147-07C-0196 requires manufacturing, delivery and integration of the THAAD components for fire unit fielding, and initial spares. The THAAD Fire Unit Fielding (FUF) components are comprised of the interceptor, launcher, THAAD Fire Control and Communications (TFCC), and Peculiar Support Equipment (PSE). The FUF contract requires delivery of Fire Units 1 & 2 to the Army; the government intends to add the requirement for obsolescence and interceptor long lead procurement for Fire Units 3 & 4 and the complete procurement of Fire Units 3 & 4. Quantities to be procured are 48 Interceptors, 6 Launchers, 2 Fire Control Suites, and associated PSE. This action is to begin with obsolescence mitigation and interceptor long lead procurement in the 1st QTR FY09 followed by procurement of Fire Units 3 & 4 in the 1st QTR FY10. The proposed acquisition is directed to LMSSC pursuant to the authority of FAR 6.302-1(a)(2)(ii) & (iii) and (b)(1)(ii). Only one responsible source and no other supplies or services will satisfy agency requirements. LMSSC has been the prime contractor on two previous THAAD System developmental efforts under Contract DASG60-92-C-0101 ($1.4B+) and DASG60-00-C-0072 ($5B+). Contract DASG60-00-C-0072 will continue through FY10, and the work under this proposed contract action must be completely compatible and fully integrated with the work under that development contract. Only LMSSC is capable of manufacturing the identified THAAD components, integrating them into fire units and successfully integrating these tasks with prior and on-going development work on the THAAD System. The contract encourages competitive subcontracting and subcontracting with Small Business, Small Disadvantaged Businesses, Women-Owned Small Businesses, Veteran-Owned Small Businesses including Service-Disabled Veteran-Owned Small Businesses and Historically Underutilized Business Zone firms. Note 22 Reads: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
