Description
This is a combined/synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation reference number is F3Z3568101A002. Contracting Office intends to solicit and award a firm-fixed price contract, under Federal Acquisition Regulation (FAR) Part 12. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-25 and the North Industry Classification System (NAICS) is 541311 and the business size standard is $6.5 Million, Defense DCN 20080423. The associated Standard Classification (SIC) is 9451. The Federal Supply Class (FSC) is U099. This solicitation is 100% small business set aside and only qualified offerors may submit bids. This request for quotation consists of the following service: Item 0001: Nonpersonal services as Job Fair & Career Coordinator/Education & Carrer Planning Facilitator in accordance with the attached Statement of Work (SOW). Period of performance is for twelve months (1 Jun 08 through 31 May 09) with a two year options. No paper copies of this solicitation will be mailed. No fax/telephone request will be accepted. The provision at FAR 52.212-1, Instruction to Offerors-Commercial Items applies to this acquisition. Cobb, Contracting Officer, (707) 424-7720, josephine.cobb@travis.af.mil STATEMENT OF WORK 60th MSS/DPF AIRMAN AND FAMILY READINESS CENTER 351 TRAVIS AVE TRAVIS AIRFORCE BASE, CALIFORNIA-94535 JOB FAIR AND CAREER COORDINATOR/EDUCATION AND CAREER PLANNING FACILITATOR 1 June 2008 1. SCOPE: The purpose of this contract is to provide coordination for the Airman & Family Readiness job fairs and facilitation of 37 workshops utilizing career assessments (Kiersey Personality assessment, Self-Directed Search, and 4 Lenses), providing military vs. civilian pay and federal tax consequences, employer retirement options vs. investments/401K and change management skills for military members separating/retiring from the military and their spouses. 2. PERSONAL RESUME Interested individuals shall submit to the government their official resume. The resume shall not be more than two pages in length, and must contain the following information: 2.1 Full name, address and home telephone number/email address. 2.2 Chronological work experience that substantiates by involvement and duration the skills and abilities that are required in this position. 2.3 A dated and signed statement by the individual certifying that the information in the resume is true and accurate. 3. PERFORMANCE Contractor will run from 01 Jun 08 - 31 May 09 3.1 Provide Job Fair services as follows: 3.1.1. 52 weeks X 2 hours = 104 hours (Calling, Marketing, and Coordinating potential companies and other administrative duties) 3.1.2. 4 Job Fair Days X 6 hours = 24 hours (Set-up, sign-in, clean-up, and administration) 3.2 Education and Career Planning services as follows: 3.2.1. 37 weeks X 7 hours = 259 (Administering assessments, providing workshop instruction and assistance) Total hours for 3.1 & 3.2 = 387 3.3 Be available for 37 designated workshop days at A&FRC. Arrive no later than 30 minutes prior to workshop start time. Work shop days are Mondays from 0900-1100, with a one hour lunch break, and to return 1200 to 1600 hrs. 3.4 Accept responsibility for having participant's sign-in and maintain appropriate classroom etiquette. 3.5 Conduct 3 career assessments providing instruction on Kiersey Personality assessment, Self-Directed Search, and 4 Lenses and provide mil vs. civilian pay and federal tax consequences, employer retirement options vs. investments/401K and change management skills. 3.6 Provide 2 hours of coordination, marketing and administration to seek companies to attend 1 of 4 Job fairs offered at A&FRC, Travis AFB. 3.7 Confer with the Discovery Center coordinator regarding viable employers currently listed in the A&FRC job bank postings 3.8 Accept responsibility for set-up and clean-up of job fair. 3.9 Sign-in employers to Travis AFB on Job Fair Day. 3.10 Ensure each Job Fair attendee signs-in on roster for tracking purposes. 3.11 Protect FIRST (Family Integrated Results Statistical Tracking) data IAW the Privacy Act of 1974. 3.12 Input job fair related data into FIRST weekly. 3.12.1 Input employers into FIRST Job Bank, with contacts and other applicable information. 3.12.2 Input job fair attendees into FIRST. 3.13 Invoice monthly for services rendered. 3.14 Contractor will be allowed training on assessments to ensure compliance/certification. 4. GOVERNMENT SUPPORT 4.1 Advertise and accept registration for participants for the workshop and job fairs. 4.2 Provide content updates as required and job fair/workshop assistance. 4.3 Provide classroom, audiovisual equipment, materials and appropriate supporting supplies for presentations. 4.4 The points of contact for this position will be the Airman & Family Readiness Center Director or Airman and Family Readiness NCOIC, 351 Travis Ave, Travis AFB, CA 94535-1903. Once contract is awarded contact will be MSgt Bonnie Morrow. 5. PERSONNEL QUALIFICATIONS AND REQUIREMENTS 5.1 The contractor must be a military retiree or family member of active duty/retired military member. Family member can also be civilian, but must have military life experience. Contractor must be familiar with and responsive to military protocol, organization and structure, and chain of command. 5.2 Have knowledge of Kiersey Personality assessment, Self-Directed Search, and 4 Lenses. 5.3 Have knowledge of financial issues specific to separating military/retiring members 5.3.1 Comparison of military pay vs. civilian pay 5.3.2 Federal Tax consequences on retiring military members 5.4 Employer retirement options vs. investments/401K 5.5 Familiar with change and stress related models 5.6 Understanding the emotional cycle of transition and job search road blocks 5.7 Have knowledge of military relocation issues for separating/retiring military members. 5.8 Additional education or training options for separating/retiring military members 5.9 Have knowledge of companies/agencies for employment search applicable to military members and spouses' career fields. 5.10 Have knowledge of disabled veteran's employment benefits for separating/retiring military members 5.11 The contractor must be able to communicate clearly by speaking and writing fluently in English language. 5.12 Contractors attire must be suitable for a business office setting 5.13 Contractor must have working knowledge of Microsoft office suite to include: Word, Excel, and Access; and be able to quickly become proficient on other software as required. 5.14 The contractor must be able to operate basic office equipment (such as audio-visual and fax) and be able to learn and operate specialized office equipment required for duties such as (Poster maker, binding machine). 6. Restrictions 6.1 The contractor is prohibited from providing advice to class participants or other personnel regarding any subject other than those pertaining to agreed subject areas 6.2 The contractor is prohibited from receiving any moneys or other benefits from any source as a direct or indirect result of teaching this briefing. 6.3 The contractor is prohibited from accepting moneys from and/or acting as agent to any class participant.
