Description
VISN 11, Department of Veterans Affairs is seeking potential sources to provide expert technical advisory services to support the development, establishment, building, education and training of staff, and operation of two new concept (small homes) nursing home units for long term care in Danville, Illinois. The small home model will look like a home but function as a culturally transformed nursing home level of care living environment for veterans needing nursing home level of care. Services needed include expertise and technical advice regarding the cultural transformation of an organization, design, construction, staffing model, environment, education and training of staff, move in planning, and operations of two small nursing homes. VISN11 will expect the advisory services to provide guidance and technical assistance during the pre building phase, the building phase, and at least 6 months after the units are operational. The purpose (end result) is to improve the quality of care for long term care residents by providing them with an option to live in small homes (which meet the nursing home level of care) with approximately 10 residents per home. The small home concept is an innovative approach designed to address and improve the quality of care and quality of life to residents. Customer satisfaction will be the monitor and be based on the knowledge of the advisor, availability of services, turn around time for response and requests. As this is VISN11's first attempt to establish a contract to apply the principles of cultural transformation using a small nursing home concept with a radically different approach to staffing and work practice approach, it is essential that we establish a contract with a company that has successfully demonstrated expertise in this area. Previous experience with successfully establishing small nursing homes that meet all applicable regulatory standards including Joint Commission Long Term Care standards is a requirement. Minimum specific requirements include: 1. Demonstrated success in assembling an appropriate and comprehensive development and operations team. The company should have in existence successful small concept nursing homes with the universal worker staffing model and a philosophy of resident centered care. The small homes should have met all applicable regulatory standards as well as the Long Term Care Joint Commission Standards. The small homes should have been operation at least six months and successfully reflect all aspects of the philosophy of cultural transformation. 2. Evidence of previous successful performance in the area of project feasibility, including operational analysis, market analysis, real estate development, and financing analysis. 3. Expertise in Development and Operations: (a) Company shall show evidence of demonstrated competence in providing technical advisement in the area of architectural guidelines including building layout, design training, design review and approval. Previous experience should reflect an understanding of cultural transformation philosophy. (b) Company shall provide technical assistance and has well developed existing Policy and Procedure guidance which reflect a philosophy and understanding of cultural transformation. (c) Company shall provide and has established organizational redesign planning with proven success in changing culture of an organization (d) The company shall provide staff training - The Company shall be able to demonstrate that they have had experience in successfully transformed the culture of staff. (e) The company shall provide and have demonstrated expertise for "move in" planning (f) The company shall provide technical advisement and training for post- opening operations (up to six months post opening); 4. The Company shall provide on site: "Leadership training "Implementation training "Clinical support team training "Universal worker on-site training sessions with curriculum and "train the trainer" component "Post opening operational consulting trip. 5. The Company shall furnish a financial feasibility tool.
