Description
This sources-sought synopsis is issued in anticipation of a potential future procurement program. The Naval Sea Systems Command is conducting market research to determine the existence of a Coastal Patrol type boat possessing the characteristics listed below. The craft would be procured under a Foreign Military Sales Case: a.Hull length at least 30 meters and up to 35 meters.b.Maximum speed requirement of 30+ knots (100% MCR) with minimum cruise speed of 28 knots (90% MCR) at full load displacement. Provide engine and drive alternatives for meeting the speed requirements.c.Endurance: 4 - 5 days. d.Range: 400-600 NM.e.Fully operational in Sea State 3 and survivable in Sea State 5.f.Crew size of 20. g.Mono-hull design made of steel or aluminum and in accordance with approved classification society rules.h.Expected boat service life of 25 years.i.Galley and associated spaces to be capable of providing three meals per day for the boats crew/compliment as the situation warrants (two sittings is acceptable). j.Operating environment is in tropical conditions (i.e., air temperature 45 degrees C and sea water temperature of 37 degrees C).k.Fixed eductors fitted in all machinery spaces as back-ups to the main bilge pumps.l.Bridge control consoles for control and monitoring of machinery from both bridge and fly bridge.m.Current supplied by the power generating plant to be AC at 415V, 3 Phase, 50 Hz, 4 wire grounded systems. n.Two diesel main generator sets of output capacity to accommodate a 25% surge potential. o.Space/weight/services for one 30 mm medium range stabilized gun and mounts for one short range manually operated gun (50 cal) and two manually operated M240 machine guns. Armament will be provided as GFE.p.HF, VHF, UHF and VHF Marine band radios, with Digital Selective Calling (DSC).q.C2 system that can transfer data (video, photos and voice communication) between patrol boats as well as from patrol boats to shore base station.r.Centralized heating and cooling (water-cooled, low pressure air conditioning system) for all living spaces.s.5 - 7m RHIB with outboard engines.t.Navigation equipment that meets the latest SOLAS requirements for coastal operations.u.Suitable stowage facilities.v.Regulation firefighting equipment.w.Crew familiarization and preventative maintenance training package for all boats.x.Two years spares and tools per manufacturers standards. It is anticipated that 12 boats may be procured, with the total quantity to be delivered FOB origin. The quantity of boats is subject to change. Prospective firms are encouraged to submit a capability summary that does not exceed five (5) pages in length describing their boat and firms recent relevant business experience and their approach in meeting the requirements stated above. Responses should include: (a) The name and address of the contractor and where such boats would be built; (b) Point of contact including name, title, phone, and email addresses; (c) A description of craft currently offered by the contractor that meet, or with minor modifications might meet, the above listed requirements. All offered craft characteristics should be identified for chart comparison to the requirements listed above. If above requirements cannot be met, identify what is achievable with minor modifications; (d) An estimated unit price, (e) A notional schedule for construction and on-site delivery of the craft, and (f) Whether the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Woman Owned company, Hub Zone small business, veteran owned small business, or service disabled veteran owned small business. If estimated unit price of subject craft exceeds $8M, you are also requested to identify an alternative craft with reduced requirements (i.e. length, speed, crew size, etc.) that would have an estimated unit price of $8M or less. Ensure that it is clearly stated what requirements can and cannot be satisfied with this alternative craft. Where to submit: Email responses or inquiries should be sent to Mr. Stephen V.
