- This is a combined Synopsis/Solicitation for commercial supplies/services prepared in accordance with the format in Subpart 12.603 as supplemented with additional information included in this notice. However, Request for Quotation (RFQ) 08SQ301182 will be issued simultaneously with this announcement to facilitate receipt of electronic quotes. The RFQ will be issued via www.fedbizopps.gov. The RFQ is issued under FAR Part 12, Commercial Item. The North American Industry Classification System (NAICS) code is 532412, Construction, Mining and Forestry Machinery and Equipment Rental and Leasing; and the size standard is $6.5M. This requirement is being issued as full and open competition. Prior history has shown there is not a likelihood of obtaining two or more quotes from small businesses, as they are not able to meet the requirement of FAR Clause 52.219-14, Limitations on Subcontracting. The Bureau of Reclamation, Lower Colorado Region, has a requirement for the rental of heavy construction equipment to be used to assist with a project at Shank Road Wetland Site near Brawley, California. The equipment needed is as follows: (1 EA) CAT 345 Excavator or Equal (for 1 month, May 27, 2008 to June 26, 2008) (1 EA) CAT D6R LGP Dozer or Equal (for 1 month, May 27, 2008 to June 26, 2008) (1 EA) CAT 140H Grader or Equal (for 1 month, May 27, 2008 to June 26, 2008) (1 EA) CAT 623 Water Wagon or Equal (for 1 month, May 27, 2008 to June 26, 2008) (1 EA) Sheepfoot (Soil) Compactor, 84" single drum machine, and closed cab air conditioning (for 1 month, May 27, 2008 to June 26, 2008) (4 EA) 35 Ton Rock Truck, 6 wheel articulated, closed cab air conditioning (for 1 month, May 27, 2008 to June 26, 2008) (1 EA) 12,000 Gallon Stand Water Tank (for 1 month, May 27, 2008 to June 26, 2008) The salient characteristics for the "or equal" items is inlcuded in the Statement of Work attached to the RFQ. Mobilization and Demobilization to be included in quote. The RFQ contains the following: a description with quantities, and all applicable clauses and provisions.
