Description
The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS) has a requirement for one (1) 403 MHz GPS LMG6 System Less Computer [This LMG6 System will include (a) 403 MHz GPS LMG6 Rack, (b) 403 MHz Antenna System, and (c) GPS Antenna System] plus one (1) additional 403 MHz Antenna System but without the signal cable. Delivery shall be made F.O.B. Destination to National Weather Service, Sterling Field Support Center, 43741 Weather Service Road, Sterling, Virginia 20166 not later than July 31, 2008. NOAA intends to negotiate this acquisition on a sole source basis with Lockheed Martin Sippican, Inc. (Sippican), which is the sole manufacturer and only known source of the 403 MHz GPS LMG6 System. The LMG6 System is the only known upper air system using current technology which has the capability of performing all of the following: (a) flying and processing a five-thermistor Accurate Temperature Measurement (ATM) radiosonde flight consistent with the NASA-developed prototype ATM technology, (b) flying a Meteolabor Snow White Chilled Mirror dew point hygrometer for radiosondes, and (c) making operational synoptic soundings which generate real-time WMO coded messages. These capabilities are all essential to NOAA so that the upper air system can function in a testing environment satisfying necessary temperature sensor and humidity sensor testing requirements, as well as perform as an operational back-up system. Although NOAA expects that only Sippican can provide the required equipment, all responsible sources may submit a response (i.e., a capability statement, proposal, or quotation) which, if timely received, shall be considered by NOAA. Request for Quote (RFQ) No. DG133W-08-RQ-0496 will be issued on or about May 9, 2008 and will close on or about May 19, 2008. Upon its issuance, RFQ No. DG133W-08-RQ-0496 will be posted to this website. The posting of this synopsis and RFQ No. DG133W-08-RQ-0496 satisfy the information dissemination requirement of Federal Acquisition Regulation (FAR) 5.101(a)(2).
