Description
This is a PRESOLICITATION NOTICE to announce the anticipated release of the solicitation NBCR08033 for the Department of Interior, National Business Center Federal Personnel and Payroll Systems & Services Directorate - Human Resources Management Systems Division integrated Human Capital Management System (HCMS). The Government intends to award a single Indefinite Delivery Indefinite Quantity (IDIQ) Contract for a period of One (1) Year along with Four (4) Option Periods, in which Task Orders will be issued as Fixed-Price, Performance-Based, and/or Labor Hour. Request for Proposal NBCR08033 will utilize the procedures prescribed by FAR Part 12 - Acquisition of Commercial Items in conjunction with FAR Part 15 - Contracting by Negotiation and is anticipated to be posted on or by May 19, 2008. Thereafter, the full solicitation package may be accessed via link to this synopsis at www.fedbizopps.gov, or directly at http://ideas.nbc.gov. BACKGROUND: The acquisition and implementation of an HCMS is part of an overall NBC workforce strategy and plan. The vision of the NBC is to establish an integrated competency-based human resources (HR) system across the NBC that uses a common vocabulary of competencies across HR processes to help provide clarity to managers, employees, and job candidates regarding the skills, traits, etc. that are most important. The NBC views competencies as the measurable or observable knowledge, skills, abilities and other behaviors critical to success in a key job role or function. The NBC seeks to integrate competencies into its overall approach to human capital management. This requires integration of competencies with: "Position Descriptions "Recruitment, Assessment, and Selection "Performance Management "Training "Career, Succession, and Workforce Planning GENERAL DESCRIPTION OF SERVICES: This acquisition is to provide an integrated Human Capital Management System (HCMS) for use by the National Business Center (NBC), Office of the Secretary, U.S. Department of the Interior (DOI). The HCMS shall address three major functional areas: competency management, performance management, and learning management. The requirement is to provide the Government HCMS software licenses (including yearly maintenance and support), install and configure the software at an NBC data center, along with consulting services for the implementation and rollout of the HCMS to NBC staff. In order to receive an award from this acquisition, The Department of Interior, National Business Center requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) and complete online Representations and Certifications at http://orca.bpn.gov.
