Description

This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 (Streamlined Procedures for Evaluation and Solicitation for Commercial Items), as supplemented with the additional information included in this notice. This requirement is being issued in conjunction with FAR Subpart 13.5 (Test Program for Certain Commercial Items) and simplified acquisition procedures will be used, as applicable. This is a Request for Quotation (RFQ). A copy of the Solicitation with instructions for submitting a Quote in response to RFQ No. SECHQ1-08-Q-8128 is being attached to this electronic notice. The Securities and Exchange Commission (“SEC”) requires the assistance of a Contractor in designing, administering and compiling response data from a web based survey of public companies with a follow-up solicitation of responses to the survey from a restricted sample of such companies and in-depth telephone interviews regarding the costs and benefits of issuer compliance with rules under the Securities and Exchange Act of 1934 that implement Section 404 of the Sarbanes-Oxley Act of 2002. The SEC staff’s purpose in soliciting the Contractor’s expert guidance on alternative methods is to assist the SEC staff in obtaining evidence from the survey and interviews for use in a study by the SEC’s Office of Economic Analysis relating to the costs and benefits of these rules. The survey (web based) and in-depth interviews (telephone) shall be administered to respondents that include the Chief Operating Officers, Chief Financial Officers, and others of public companies through the SEC’s website. The Contractor shall provide the SEC with expert guidance on the best methods for addressing issues that arise in the design and implementation of the SEC’s web-based survey, the analysis of response data, and shall execute key steps that are necessary to the design and execution of the telephone interviews and web-based survey. As an option, the Contractor may perform additional work after completion of the surveys and provide focus groups in up to four different cities. The telephone and initial web-based survey work phase of the study is to be completed by approximately August 31, 2008. The North American Industry Classification System (NAICs) is (541910)-market research and public opinion polling. Quotes are being requested. The Contractor shall provide all labor, material, and equipment maintenance. Potential vendors are required to be registered with the Central Contractor Registration.Gov (CCR.Gov) to be eligible for award. The Government intends to award a Fixed Price type contract.
