Description
SOURCES SOUGHT NOTICE. This is not an announcement of a solicitation of any kind, or a notice of a Request for Quote (RFQ). This is a Sources Sought Notice. The government does not intend to award a contract or any type of agreement on the basis of this Sources Sought Notice or to otherwise pay for the information solicited under this Notice. Purpose: The National Acquisition Center of the Department of Veterans Affairs, Hines, Illinois, is in the process of determining the acquisition strategy and potential sources for a possible contract for a national comprehensive National Drug File (NDF) Commercial Off-The-Shelf (COTS), non-information technology database subscription and clinical decision support tools for Pharmacy Benefits Management Strategic Healthcare Group of the Veterans Health Administration and Indian Health Service. The COTS subscription shall support clinical decision support software used in the Computerized Patient Record System (CPRS) and the reengineered pharmacy packages. The COTS database shall be able to include every drug approved by the Food and Drug Administration (FDA), such as prescription and over-the-counter pharmaceuticals, herbals, chemicals used for compounding, medical devices and supplies. Both the COTS database and clinical decision support tools must support and integrate with the Pharmacy Enterprise Product System (PEPS) and the existing Veterans Health Information Systems and Technology Architecture (VistA) System. The COTS drug database shall provide real-time dosage calculations at the point of care, within Pharmacy VistA and CPRS. The subscription will be incorporated into the MyHealththeVet patient website, the system that will allow patients to obtain information on their prescriptions as well as view possible drug-drug interactions. The potential period of performance might be a 12-month base period with 4, 12-month options. Capability Statement. Interested contractors are asked to provide a capability statement with the following information: 1) Interested contractor's COTS database availability to offer the following modules: Counseling message Module Dosage Range check Module Dosing Content Options Drug Allergy Module Drug Images Module Drug Imprints Module Drug-Alternative Therapy Interactions Drug-Disease Contraindications Module Drug-Drug Interaction Module Drug-Drug Interaction Module for Consumers Drug-Food Interaction Module Drug-Food Interaction Module For Consumers Drug-Lab Interference Module Duplicate Therapy Module Indications Module Medicaid Module Medicare Module - HCPCS Select Medteach Monographs Min/Max Dosing Modules Neonatal And Infant Dosage Range Check Module Patient Education Module Precautions Modules Prescriber Order Entry Module Prioritized Label Warnings Module Side Effects Module Spanish Patient Education Monographs Orderview Med Knowledge Base Drug Information Framework AHFS Framework AHFS Monographs 2) COTS database ability to support clinical decision support software used in the Computerized Patient Record System (CPRS) and the reengineered pharmacy packages. 3) Identification of any impediments for an enterprise-wide COTS drug database and clinical decision tools to support and integrate with PEPS and VisTA. 4) COTS database ability to link codes to other systems such as the VA inventory and purchasing systems to provide additional information needed for medication management and billing purposes. 5) COTS database ability to provide real-time dosage calculations at the point of care, within Pharmacy VistA and CPRS, and the incorporation of the COTS database into the MyHealththeVet patient website. 6) COTS database ability to include every drug approved by the FDA, such as prescription and over-the-counter pharmaceuticals, herbals, chemicals used for compounding, medical devices and supplies. 7) Any limitations or variables to requests for prices for a base period of 12 months and four, 12-month options. 8) COTS database ability to match to the Department of Veterans Affairs National Drug File-RT database. 9) Company name, address, point of contact, telephone#/facsimile/e-mail address, and company business size.
