- THIS IS A PRE-SOLICITATION NOTICE ONLY. The solicitation will be available on or about Tuesday, May 27, 2008 at https://www.neco.navy.mil/. Naval Facilities Engineering Command Southeast (Jacksonville, FL Office) is currently seeking businesses for N69450-08-R-8003 to obtain airfield lighting repairs and replacements at the Naval Air Station (NAS) Whiting Field located in Milton, FL. This solicitation is being issued on an unrestricted basis. The NAICS Code for the solicitation is 238210, Airport Runway Lighting Electrical Contractors. The Small Business Size Standard is $13 million dollars. This solicitation will result in the award of a firm-fixed price contract. The estimated cost of construction (budget range) is between $9,100,000 and $11,000,000. The days for contract duration are figured from date of contract award, which includes the initial 15 days allowed for mailing of the contract award, submission and approval of insurance, bonding and other requirements as set forth in the contract. 1.Work includes the following: This project will correct airfield lighting deficiencies at Naval Air Station Whiting Field, South and North Field runways 5-23 and 14-32, and associated taxiways. The project includes replacement of wind indicators with lighted windsocks. The runway threshold lighting and end lighting on runways 5-23 and 14-32 and the edge lighting on all runways will be repaired/replaced. Taxiway edge lighting will be replaced with new elevated LED lighting fixtures. All taxiway lighting along taxiway Zulu connecting North and South Fields will also be removed and replaced with LED Taxiway lighting. The Helipad Perimeter Lights will be replaced. The runway wheels-up and wave-off lighting will be repaired and or replaced. The project also includes the replacement of the cabling, conduits, transformers, Constant Current Regulators (CCRs), hand holes, fixtures/fixture housings, new wiring to power required airfield navigation systems at North Field and all runway lighting. The guidance signs on taxiways will also be replaced. The markings on the taxiways and helipads will be repainted. 2.The work will be phased as follows: a.Phase I Design: 180 calendar days from award b.Phase II (North Field) Construction: 180 calendar days from completion of Phase I c.Phase III (South Field) Construction: 180 calendar days from completion of Phase II The total target contract duration period is 555 calendar days, which includes the performance period for the three phases plus the initial 15 days allowed for mailing of the contract award, submission and approval of insurance, bonding and other requirements as set forth in the contract. If an earlier completion time is proposed, that schedule will be used to calculate contract completion and will be rated more favorably in the evaluation of the proposal. This solicitation will be formatted in accordance with the requirements designated by FAR Part15 Contracting by Negotiation. This method permits evaluation of proposals based on Price Competition, Technical Merit and other factors; permits impartial and comprehensive evaluation of offerors proposals; permits discussions, if necessary; and ensures selection of the source whose performance provides Best Value to the Government. Source Selection Procedures will be utilized in conducting this competitive negotiation, which consists of the submission of Technical and Price Proposals. The Contractors performance will be evaluated according to the following criteria: Factor A - Offeror Experience / Capability of Key Personnel; Factor B Past Performance; Factor C Technical and Management Approach; and Factor D Small Business Subcontracting Effort. The Price Evaluation will be approximately equal to the sum of the four Technical Performance Criteria. This solicitation will be posted to https://www.neco.navy.mil/ under the solicitation number N69450-08-R-8003. In accordance with FAR 5.102, availability of the solicitation will be limited to the electronic medium and the Government will not provide copies. The official Plan Holders List will be maintained on, and can be printed from the internet site https://www.neco.navy.mil/. All prospective offerors must register as Plan Holders on the internet website for this solicitation. Each company must indicate if it is a Prime Contractor or Subcontractor. The solicitation will be available for download free-of-charge via the internet at https://www.neco.navy.mil/. This will be the only method of distribution of amendments; therefore IT IS THE OFFERORS RESPONSIBILITY TO CHECK THE WEBSITE, https://www.neco.navy.mil/, PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. The official Plan Holder List will also be maintained on and can be printed from the website. The Government will not pay for information requested nor will it compensate any respondent for any proposal. The successful offeror must be currently registered in the Department of Defense Central Contractor Registration (CCR) database, with a valid DUNS number, prior to contract award. Offerors not already registered in the CCR database are highly encouraged to do so by calling 1 (888) 227-2423, or via internet at http://www.ccr.gov.
