Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division intends to acquire 775 carbon-phenolic heat shield repair kits for use in the Navys MK4 and MK5 SLBM Reentry Systems. This effort will be fulfilled through other than full and open competition with Hitco Carbon Composites, Incorporated; 1600 W. 135th Street, Gardena, CA 90249. Hitco is uniquely qualified to conduct this effort as this company has been the sole supplier of carbon-phenolic heat shields and repair kits for the Navys MK4 and MK5 Reentry bodies for the entire duration of the Trident II Program. Qualification testing of the currently formulated repair kits determined that they comply with thermal, mechanical, and ablative property requirements as replacements of the original production heat shield repair kits. A firm, fixed priced contract is anticipated with delivery occurring nine (9) months after award. All deliveries may be to Naval Surface Warfare Center, Dahlgren Division; Detachment Washington, DC; US Naval Observatory, Building 56; 3450 Massachusetts Avenue NW; Washington, DC. It is anticipated that the solicitation (N00178-08-R-3032) will be issued on or about 30 May 2008 and the anticipated award date is 24 July 2008. Numbered Note 22 applies.
