Description
Notice of intent to negoiate a sole source contract with the Quinault Indian Nation for NOAA, National Marine Fisheries Service. This work is part of a long-term collaborative sampling program with the Quinault Indian Nation Tribe. The contractor will provide a HAB specialist whose skills include collecting and performing identification of phytoplankton species, to process and analyze razor clam samples for toxin. This is part of a larger monitoring project along the Washington State outer coast that has been in place since the year 2000. Tasks: 1. To collect weekly seawater and razor clam samples at Kalaloch, Copalis, Quinault beaches as per previously established Olympic Region Harmful Algal Bloom (ORHAB) partnership methods (www.orhab.org). 2. Filter seawater samples and perform extraction of shellfish samples to be analyzed for domoic acid toxin at the Quinault Indian Nation (QIN) laboratory in Taholah using an enzyme-linked immunosorbent assay. Methods employed will be those previously established by the ORHAB partnership. 3. To interpret data and provide early warning of dangerous toxin levels in seawater and shellfish samples to the NWFSC, QIN, Washington State Departments of Health and Fish and Wildlife. This early warning will be provided to the NWFSC and to ORHAB collaborators via e-mail. The contractor will provide the early warning within a day after analyzing samples. The government reserves the right to solicit offers based on receipt of affirmative responses to this notice, or issued a contract to the Quinault Indian Nation without further notice. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication. All responses must be in writing and may be faxed to (206) 526-6025 or email ( melvin.n.fondue@noaa.gov ) **** The Westren Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registey (CCR) as of October 1, 2003.
