Description
PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this request. This announcement constitutes the only solicitation. This procurement is being conducted under Federal Acquisition Regulation parts 12 and 13. The Federal Bureau of Investigation is issuing this acquisition as a Request for Quote (RFQ) under solicitation number E006192. The NAICS Code for this requirement is 423690, Other Electronic Parts and Equipment Merchant Wholesalers. The resultant contract will be a firm-fixed price contract. The specific service package listed below is required. •1. Part# PS-TEC-SERV: Xilinx Offsite Support (QTY - 120 hours) Service requirements are provided below: Services shall include assistance in FPGA based design architecture, FPGA based design specification creation, and/or attempting to achieve density and timing requirements for the FBI utilizing the Xilinx tool set. Contractor shall provide resources and utilize employees and/or consultants as it deems necessary to perform the duties outlined in the Scope of Services. The manner and means used by the contractor to perform the services desired by the FBI are in the sole discretion and control of the contractor. However, if at anytime during the term of the service the FBI becomes dissatisfied with the performance of the Xilinx engineer, the contractor will provide a replacement upon written notification thereof. The agreement begins at the time of contract award and terminates as of July 30, 2008 or when the number of support hours listed has been completed, which ever comes first. Support hours are 120 hours. All shall be performed at the contractor's facilities. Work is to be performed Monday through Friday during normal business hours. Submission Instructions: Quotes shall include all shipping costs as applicable. All deliveries under this requirement shall be FOB destination. Responses shall be submitted via electronic submission to Lauren Caperton at lgyates@fbiacademy.edu. The due date for responses to this RFQ is on or before May 14, 2008 at 4:00 pm Eastern Daylight Time. Responses must be marked as follows: "RFQ E006192." All correspondence regarding this requirement must be submitted to Lauren Caperton via email. Quotes shall include a point of contact, contractor DUN's number and TIN number. Terms and Conditions: This RFQ incorporates the provisions and clauses that are in effect through Federal Acquisition Regulation Circular 2005-24. The provision at FAR Clause 52.212-1, Instructions to Offerors (Nov 2007) and addendum are incorporated into this solicitation. Addendum to 52.212-1, Modify: (b) Submission of offer(s) is to read as follows: "Submit offers electronically to lgyates@fbiacademy.edu. Provision 52.212-2, Evaluation - Commercial Items (Jan 1999) is incorporated by reference. This requirement will be awarded to the low price technically acceptable (LPTA) offeror. Provision 52.212-3 Offeror Representations and Certifications-Commercial Items (Nov 2007) is incorporated. Contractors may submit their online Representations and Certifications Application (ORCA) at the following government portal: http://orca.bpn.gov. Clauses 52.212-4 Contract Terms and Conditions-Commercial Items (Feb 2007), and 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders, Commercial Items (Feb 2008), apply to this solicitation. The following additional clauses under FAR 52.212-5 are applicable: 1) 52.222-19, Child Labor; 2) 52.222-3, Convict Labor; 3) 52.222-21, Prohibition of Segregated Facilities; 4) 52.222-26, Equal Opportunity; 5) 52.222-35, Equal Opportunity for Special Disabled Veterans; 6) 52.222-36, Affirmative Action for Workers with Disabilities; 7) 52.222-37, Employment Reports on Special Disabled Veterans; 8) 52.225-13, Restrictions on Certain Foreign Purchases; 9) Payment by Electronic Funds Transfer - Central Contractor Registration. Central Contractor Registration : The awardee shall be registered in the Central Contractor Registration Database. Full text of the FAR clauses can be found at: http://www.acqnet.gov/far. FBI Critical Asset Review Requirement (CAR): In addition, the required piece of equipment is considered a critical asset. Prior to award, the intended awardee will be required to submit documentation to include Acquisistion Risk Questions and a Key Personnel Listing. O nce this information has been received it is anticipated that it will be one month before the delivery order is awarded.
