Description
The Fleet and Industrial Supply Center Norfolk Contracting Department, Philadelphia Office intends to acquire through full and open competition Program Management Oversight Support for the Commander, Naval Installations Command (CNIC) Headquarters and OPNAV. This requirement is for the procurement of Professional Services in the areas of Program Management, Engineering, Logistics, and Financial Management for CNI Headquarters and OPNAV N46. The nine (9) Headquarter Program Directors (HPD) at CNI Headquarters are responsible for the lifecycle management of each of their respective programs throughout the thirteen (13) regions. The contractor will provide necessary services to include personnel, materials, facilities, and other services to conduct programs of study, analysis, research, and various related support services for CNI. The work objectives to be performed under this contract are to provide related specialties and corporate capabilities for services, studies, analytical support, integration, and implementation of the broad spectrum of installation services, issues, policies, and procedures. The scope of the effort includes support for the CNI Business Office, all functional Programs, Human Capital Strategy, Strategic Sourcing Program, Information Technology, Knowledge Management, Logistics, CNI Command Staff and OPNAV N46. It is intended to solicit and award this requirement on a lot basis as follows: Lot I will consist of Command and Staff, Training and Governance; Lot II will consist of Manpower, Business, Comptroller Financial Management, and OPNAV; Lot III will consist of Facilities and Environmental and Fleet and Family Readiness; Lot IV will consist of IT; and Lot V will consist of Operations and Safety. The estimated annual level of effort of this requirement is 325,838 hours with an estimated breakdown by lot as follows: Lot I - 91,028 hours; Lot II - 104,038 hours; Lot III - 31,700 hours; Lot IV - 34,040 hours; Lot V - 65,032 hours. Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items. However, interested parties may identify to the Contracting Officer their interest and capability to satisfy the Governments requirement with a Commercial item. Under this requirement, the Government intends to award multiple awards under each lot identified above. Each contract will be a cost plus fixed fee type contract, Indefinite Delivery, Indefinite Quantity (IDIQ) type contract with a base period of performance beginning on 01 January 2009 and continuing through 31 December 2009. The resulting contracts will include provisions for four one-year option periods for each of the next four calendar years. The RFP will require the submission of technical as well as price/cost proposals. The RFP will consider the offerors technical approach, corporate experience, past performance and socio-economic plan as the evaluation factors. The North American Industry Classification System (NAICS) Code is 541611; size standard $23.5MM. The RFP will be made available electronically upon its release at www.neco.navy.mil. Paper copies, faxed copies, or e-mail copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFP and any amendments thereto. The Government will not pay for information received.
