Description
Air Force Command Human Resources Intelligence System (CHRIS)Information Technology Support Request for Information This Request for Information (RFI) issued by the Air Force for Market Research purposes only. This market survey is conducted to identify potential sources capable of meeting the requirements for providing the Air Force with CHRIS IT support at Wright-Patterson AFB, OH. A draft Performance Work Statement is attached to provide respondents a better understanding of the needs of the CHRIS program. This RFI is for planning purposes only and shall not be construed as a request for proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and the Governments use of such information. Respondents of this RFI may be requested to provide additional information/details based on their initial submittals. This RFI is intended as Small Business Set-aside. All small businesses are eligible to respond. If you are Small Business and considering a Joint Venture, you must be listed in CCR. The North American Industry Classification System (NAICS) code 541519 applies to this acquisition with a size standard of $23,000,000.00. NOTE: Only use one NAICS code, which would be the preponderance of the work. The AF is requesting that respondents propose a Federal Supply Schedule, in accordance with Federal Acquisition Regulation (FAR) 8.4 for this requirement. Respondents must propose the schedule that they feel is appropriate for this acquisition. The AF anticipates that the task order will be for 1 year with 3 option years. All interested parties shall submit a capabilities package that explicitly demonstrates capabilities and expertise related to this effort. This RFI is for planning purposes only and shall not be construed as a Request for Quotation (RFQ), Request for Proposal (RFP), or an Invitation for Bid (IFB), nor does this issuance restrict the Governments acquisition approach. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and the Governments use of such information. The Government reserves the right to reject in whole or in part any industry input as a result of this announcement. The Government recognizes that proprietary data may be a part of this effort. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. If the Government decides to award a contract for this or related effort, a Request for Proposal published. PACKAGE REQUIREMENTS: 1. Please provide the following information from your firm. The AF has automated processes that have been operating consistently for five years. These processes are time critical and the AF cannot encounter any disruption of service or discontinuation of experience. Respondents are requested to provide a brief description of their teams capability and approach to accomplishing the Draft PWS tasks. Address briefly how you/your team will perform this work. Please address in the order listed below: a.Demonstrated knowledge and experience with Business Intelligence environments/automated information systems administration, maintenance, sustainment and development. b.Demonstrated knowledge and experience of Oracle 10g, Oracle Tools and Oracle databases including, but not limited to, advanced security encryption, SQLNet, Security Technical Implementation Guide (STIG) scans/checks and mitigation, database optimization, tuning. c.Demonstrated knowledge and experience of Business Objects 6.0 or higher including Business Objects WebIntelligence, Business Objects Designer, Business Objects Supervisor and Business Object Reporter. d.Demonstrated knowledge and experience of Extraction Transformation and Load (ETL) tools, specifically Informatica PowerMart 6.2 or higher with regards to a business intelligence implementation. e.Demonstrated knowledge and experience with Internet Information Services version 6 or higher, Java 2 Enterprise Edition, web application servers, web page management, Procedural Language/Structured Query Language (PL/SQL), and Active Server Pages (ASP) programming language. f.Demonstrated experience with security controls on application servers including Public Key Infrastructure (PKI) and Common Access Card (CAC) authentication. g.Demonstrated experience with Air Force and Department of Defense personnel and manpower data systems with regards to interfacing and integrating data, data relationships, data collecting, workforce analysis, trend analysis, demographics, modeling and reporting. h.Demonstrated capability and experience to analyze, design, program, test, deploy, document and support code meeting of user defined business rules and project requirements. i.Demonstrated capability and experience in planning, developing, organizing, coordinating, presenting and delivering training, demonstrations, briefings and project status. Limit responses to a total page limit of 10 pages. Each page shall be formatted for 8 x 11 paper. Pages shall be single-spaced and one-sided. The font shall be Times New Roman and no smaller than 10pt with at least a one-inch margin. Covers, tab dividers, title pages, glossaries, and table of contents are not required. Please submit your responses electronically in a Microsoft Word compatible file. 3. Address your approach to initial staffing, including examples of resumes of key personnel to perform the task. Example resumes do not count toward the page limit. 4. Provide no more than five contract history matrices for any contract relevant to this effort. (include information ONLY for work within the last three years) For all current or past contracts deemed relevant, provide the following administrative reference information. Organizational Conflict of Interest (OCI): Provide your approach to OCI avoidance, non-disclosure of information and protecting intellectual property and business interests of prime contractors and small businesses. An OCI mitigation plan should be included. This plan does not count towards the page limit. 6.
