Description
The USDA, Animal and Plant Health Inspection Service (APHIS), National Veterinary Science Lab (NVSL), Ames, Iowa, has a requirement for upgrade of exsisting Centron system. This is a combined synopsis/solicitation for commercial supplies prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, and supplemental information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will note issued. This combined synopsis/solicitation will result in a firm fixed price contract. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR12. The reference number for this effort is FBO-EFMS41590. The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) can be accessed on the Internet at http://www.arnet.gov/far. Requirement: Purchase and installation of upgrades or comparable system replacements for current in place Rees system : (1) one Rees Centron and 2 two Rees Series II systems. The Upgrade :Must be able to utilize existing Rees wire infrastructure and use 287 existing sensors and have the ability to perform all current Rees Functions, such as: A Centralized Computer Based Environmental Monitoring System that provides for alarm notification and data logging in GLP/GMP facilities. It will be a Client/Server based system with optional Web Interface. It will be capable of monitoring via hard-wired sensors, and in the future by wireless sensors or any combination of wired and wireless. Sensors are in the following configurations; a) RTD Temperature devices b) Thermistor Temperature Devices c) DC Analog Voltage Inputs d) DC Analog Current Inputs e) Temperature Only & Temp Humidity Sensors Software Specifications 1. The software will run on a Windows® based PC. 2. The user interface should be sufficiently easy to minimize the learning curve. 3. The software architecture will be of a Client / Server Database. 4. SQL Data Base 5. Inter-device fault checking 7. Inputs will be shown in a window and color coded as to status. 8. The following parameters may be set differently for each input on the system; a) High and Low Alarm Limits b) Alarm Delay c) Normal and Alarm Logging rate d) Nominal Inhibit Time e) Day or Night Phone List f) Email List 9. The software will allow graphing of historical data, with one or more input per graph. 10. Reports will be available; a) Input readings history including separate Calibration Report b) Activity Event History including Current Input Status c) Input / Output Report d) System Programming Report 11. Offer Maintenance agreements 12. Provide calibrations and verifications with NIST traceable standards prior to commisioning. 13. Ability to allow customer self-calibrations 14. Full in house ability to self-administer program functions 15. Complete commissioning to include IQ/OQ of system. 16. Must provide 24 hour/7 day a week tech support 17. Must be able to respond in 48 hours to request for onsite technical assistance 52.212-1 Instruction of Offerors – Commercial applies to this solicitation. The provision at 52.212-2 Evaluation – Commercial Items applies to this solicitation. Award will be made to the responsible offeror whose offer conforming to this combined synopsis/solicitation will be most advantageous to the Government, price, and other factors considered. The Government intends to evaluate offers and award without discussion, however, the Government reserves the right to conduct discussions later if determined necessary by the Contracting Officer.
