- The Information Technology Department of the National NuclearSecurity Administration (NNSA) Service Center (SC) plans to negotiate and award to National Security Agency (DIRNSA). This is a sole source acquisition to provide one hundred thirty (130) Enchanged Crypto Cards (ECC) (KSV-21) Cards in support of the NNSA SC Secure Communications. This due to the end of life of the Fortezza Plus Crypto Card (KOV-14) aging and future manufacturing capability is limited. The KOV-21 (US) will replace the KOV-14 and will be managed and used in the same mannner as the KOV-14. The KOV-14 will NOT provide STU-III interoperability consistent with the STU-III phase-out. This award of a firm fixed price type contract. The sole source contractor is National Security Agency (DIRNSA). The estimated dollar value of the basic period of performance is $39,000.00. Section 303(1) of the CICA, P.L. 98-369, allows the use of procedures other than competitive when the property or services needed are available from only one responsible source and no other type of property or services will satisfy the requirement (41 U.S. C Section 253(1). This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. This notice shall satisfy the requirement of FAR Part 5. Interested Parties must respond to this request NLT May 23, 2008, 3:00 pm, Mountain Time. Firms wishing to challenge the sole-source decision must submit a letter of interest, referencing No. DE-AI52-08NA28817, to the DOE/NNSA demonstrating the firms ability to provide the equivalent services as described above. Interested parties must provide rationale, including pricing, why they should be considered. Firms are requested to submit any challenges to the DOE/NNSA, Office of Business Services, HQ Acquisition Department. Quotations submitted by other methods will not be evaluated. It is the responsibility of the contractor to respond by the due date and time, and to verify successful receipt of their submittals.
