- NASA/GRC has a requirement for the purchase of an MS ONETEP computational modulealong with an MS INTERFACE for this license. The purchase of these items will complementthe existing software package currently being used at GRC to automate a series of testsimulations. NASA/GRC intends to purchase the items from ACCELRYS INC., 10188 Telesis Ct., Ste 100,San Diego, CA 92121. The existing licenses here on our lab were purchased from this vendor and have recentlybeen upgraded.The software license is proprietary and unique to this vendor. The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13. The Sole Source is under the authority of FAR reference 13.106-1(b)1.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon May 21, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
