Description
Introduction: This is a Sources Sought Notice to determine the availability of potential small business (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business that can provide: Evaluation, Performance Reporting and Administrative Support for Medicaid Discretionary Grants – Centers for Medicare and Medicaid, Medicaid and State Operations Disabled and Elderly Health Programs Group This contract will provide evaluation, grant monitoring, performance reporting and associated administrative support to administer discretionary grant programs from FY2008-2013, this includes Real Choice Systems Change and Aging and Disability Grants and other grant programs that are funded during the contract period. Support will be provided to (CMS) Project Officers (POs) that programmatically manage grants in the CMS Disabled and Elderly Health Programs Group (DEHPG) and the Grant Specialists, who are the principal administrators of the grants, in the CMS Office of Acquisition and Grants Management (OAGM). The pertinent grants and demonstration are: Medicaid Infrastructure Grants FY2012-2013(MIG); Demonstration to Maintain Independence & Employment (DMIE) FY2009-2013; and Identified Categories of Real Choice Systems Change Grants –Fiscal Years 2008-2013 (RCSC). This total number of anticipated grants is 80-100 during the period FY2008-2013. The information from this market research will help The Centers for Medicare and Medicaid Services (CMS) plan their acquisition strategy. Please be sure to indicate if you have a General Services Administration (GSA) schedule contract, a contract on GSA 8(a) STARS, or a contract on GSA VETS GWAC. THIS IS STRICTLY MARKET RESEARCH. THE CENTERS FOR MEDICARE & MEDICAID SERVICES (CMS) WILL NOT ENTERTAIN QUESTIONS REGARDING THIS MARKET RESEARCH. BACKGROUND CMS currently has a contractor, Ascellon Corporation which supports the CMS Medicaid Program in the administration, monitoring, performance reporting and evaluation of Real Choice Systems Change Grants, Medicaid Infrastructure grants and Demonstration to Maintain Independence in Employment Grants. Response Information: In order to respond to this notice, contractors must be able to indicate experience and/or the ability to provide all of the numbered points below. Give enough detail so your response clearly indicates that you can provide the following: 1.Please describe your knowledge and expertise with: •Medicaid programs, healthcare and specifically long-term healthcare delivery systems. •Developing measurable healthcare outcomes for grant related goals and objectives. •Grant assessment and program evaluation. Providing formative and substantive evaluations of grant progress, accomplishments and measurable outcomes. •Monitoring multiple grant programs for compliance with grant terms and conditions and for meeting goals and objectives toward successful completion. •Monitoring grant financial information. •Developing pertinent performance reporting tools. •Developing Paper Reduction Act submissions. •Using web-based reporting and monitoring systems. •Providing healthcare subject area experts for program support for grant programs. 2.Please provide examples of your experience health-care oriented environment. This may include: •Monitoring grant programs in other HHS or State Health Department agencies. •Paperwork Reduction Act Submissions. •CMS Privacy policies. •Administrative support of Medicaid programs. •Research into long-term care issues and programs. •Grants financial reporting requirements. •Ability to provide conference logistics. •Research and evaluation of healthcare programs. 3.Please provide examples of your interactions with: •State and non-profit health agency grantees •Federal Agencies. 4.Please include the following in your response: Business Information -- a. If so, please identify the agency that approved the system. f. Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.) as validated via the Central Contractor Registration (CCR). Company Point of Contact, Phone and Email address Teaming Arrangements: All teaming arrangements should also include the above-cited information and certifications for each entity on the proposed team. Teaming arrangements are encouraged. Responses must be submitted not later than June 3, 2008. Capability statements will not be returned and will not be accepted after the due date. The maximum number of pages for submission is 10 pages. This Sources Sought Notice is for information and planning purposes only and is no to be construed as a commitment by the Government. This is not a solicitation announcement for proposals and no contract will be awarded from this Notice. No reimbursement will be made for any costs associated with providing information in response to this Notice. Respondents will not be notified of the results of this evaluation.
