- This announcement constitutes an official pre-solicitation notice. The intent is to notify potential small business concerns of the Precision Measurement Equipment Laboratory (PMEL) acquisition for Robins AFB Georgia. The North American Industry Classification System (NAICS) code 811219 with size standard $6,500,000 has been deemed appropriate. Non-commercial FAR Part 15 (Contracting by Negotiations) shall apply to this acquisition. The Government anticipates issuance of the Request for Proposal (RFP) in June 2008. The target award date is October 2008 with a Contractor orientation period starting 1 November 2008 and actual performance starting 1 December 2008. The Contractor shall provide all management, supervision, personnel, tools, and incidentals necessary to test, calibrate, repair, modify, and certify Test Measurement and Diagnostic Equipment (TMDE). The Contractor shall provide PMEL services in compliance with the Air Force Metrology and Calibration (AFMETCAL) program in-accordance-with AFI 21-113, T.O. 00-20-14, and other directives contained with the Performance Work Statement (PWS). The period of performance shall consist of one (1) basic year with six (6) option years. Contract award will be based on best value using Performance-Price Tradeoff (PPT) with past performance being significantly more important than price. Potential offerors are responsible for monitoring FedBizOpps. New and revised solicitation information will only be available through FedBizOpps. The Government will not reimburse any interested parties for costs incurred to provide a response to the resulting solicitation notice. Applicable Notes: 1, 26
