- Description
- The National Center for Environmental Health (NCEH) of the Centers for Disease Control and Prevention (CDC) intends to award a sole source firm fixed price contract with four (4) one (1) year option periods to PerkinElmer LAS, Inc., 710 Bridgeport Avenue, Shelton, Connecticut, 06484-4794. The purpose of the proposed contract is to provide technical/preventive maintenance, service support and repair on a scheduled basis for 20 PE-Sciex inductively coupled plasma dynamic reaction cell mass spectrometer (ICP-DRC-MS) systems (including flow injection autosampler on 8 systems), 10 complete multi component high pressure liquid chromatography (HPLC) systems (and additional spares), 2 flow injection mercury systems (FIMS), 9 radiation counting instruments including liquid scintillation counters, alpha counters, and gamma counters, one gas chromatograph, 3 large-scale auto-preparation stations, 2 fluoremeters, and software controlling this PerkinElmer laboratory instrumentation operating within the Division of Laboratory Sciences (DLS) at NCEH. The DLS routinely performs a number of biochemical analysis on biological specimens in support of CDC's Congressionally defined roles in response readiness against chemical and radiation terrorism. The Perkin Elmer instrumentation is used for measuring chemical warfare agents or their metabolites in humans and measurements of environmental toxicants in humans, also known as "biomonitoring." The instruments used in the laboratories are highly complex with integrated computer operations and dedicated software (including many proprietary components). CDC anticipates soliciting and negotiating with only one source under the statutory authority 10 U.S.C. 2304(c)(1) permitting other than full and open competition in accordance with Federal Acquisition Regulation (FAR) Part 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. PerkinElmer LAS, is the only source available to provide services that meet mission critical requirements. No Request for Proposal (RFP) will be issued based upon this Notice of Intent. Interested organizations may submit their capabilities/qualifications to perform the effort, in writing to Ms. Pamela A. Woodard via email at plw9@cdc.gov with the reference number (52586) referenced in the subject line, no later than 5:00 pm Eastern Time, 29 May 2008.
