Description
INTRODUCTION The Utah Reclamation Mitigation and Conservation Commission (Commission) is responsible for mitigating the impacts to fish and wildlife that resulted from construction of the Bonneville Unit of the Central Utah Project. As part of its mitigation program the Commission has need for services to assist the government in evaluating, planning, overseeing construction and/or restoration, and monitoring projects to restore, develop or enhance streams and rivers, riparian areas, and related wetlands. In addition, the Commission may implement other mitigation and conservation projects in Utah that would require similar knowledge and experience as stated. BASIC DESCRIPTION The requirement of this work is for data collection and analysis, evaluation, planning, and construction oversight services for riverine ecosystem restoration projects, including riparian areas, wetlands, and other aquatic ecosystems. The requirement also includes a small amount of similar work for replacing or modifying small diversion works, and some stream bank stabilization projects. The contractor would report to the Projects Manager for the Commission in developing approaches and strategies for restoration projects and/or overseeing construction of the projects, or in performing data collection and analysis and reporting. Project river segments to be restored in a project period (1 to 8-month period) may vary in size from a few hundred to 5,000 feet or more in length; and in complexity according to opportunities for environmental features as influenced by riparian corridor width (land ownership boundaries) and site conditions (topography, hydrology, etc.) as envisioned by the designer. It is imperative that the Contractor be able to seamlessly integrate new designs and construction into the existing landscapes. Duties would include a blend of indoor and outdoor work. Responsibilities and required knowledge and experience are described with respect to a hypothetical sample project; urmcchowever, it is the intent of the Commission that delivery orders for similar or related work may be awarded under a resulting contract. Construction will be carried out by crews employed by the Commission or its partners. The Contractor will have no role in selecting construction crews. MAJOR RESPONSIBILITIES 1-Interacts with interdisciplinary planning teams, gathering input and information for incorporation into final plans. Coordinates with other professionals and consultants related to fact finding, data collection, reviews and documentation of information needed for successful completion of the plans. 2-Prepares and submits draft plans or draft reports of other types to the Projects Manager for review and comment; incorporates recommendations and comments into final plans/report and submits final plan/report for approval. 3-Oversees construction of the restoration projects. Ensures that construction activities are in compliance with project criteria. Coordinates with revegetation manager for the projects to ensure that revegetation objectives are met through construction processes. 4-Participates in project planning sessions, workshops, meetings, and activities with other Federal and State agencies, local governments, organizations, groups, and individuals as designated by the Projects Manager. 5-Interacts with engineers, hydrologists, botanists, watershed experts, biologists and other specialists from State, Federal, and private interests regarding the projects. 6-Must comply with safety regulations, ensuring individual?s safety, and promptly report unsafe acts, unsafe conditions, and accidents to the Projects Manager. KNOWLEDGE AND EXPERIENCE REQUIRED 1-Must demonstrate recent suitable experience planning riverine ecosystem restoration and creation projects. Suitable experience must be on projects involving floodplain/riparian/ aquatic interactions. Experience involving primarily one aspect of the required experience, for example in-channel habitat improvement structures or streambank stabilization measures, is not regarded as suitable experience. Must demonstrate experience with projects of similar scope (e.g. restoration of ecosystem function) and scale (e.g. stream reaches several thousand feet in length, floodplain widths of to mile, stream discharge of similar magnitude (annual yield of 10,000 to 300,000 acre-feet +/-)) and involving re-creation of floodplain features. 2-Must demonstrate recent experience and expertise in use of computer programs necessary for the planning of river restoration projects, and be capable of producing datasets, reports and plans in formats compatible with the Government systems, including the following: HEC/RAS or similar ; ArcInfo Geographical Information System; TopCon Total Station Surveying equipment or equivalent; Global Positioning Systems technologies; TIN models or equivalent for modeling topographic surfaces; Microsoft Word; Adobe Photoshop or compatible; Microsoft PowerPoint.3-Contractor must demonstrate mastery of skills and expertise, and experience, needed to integrate information from various disciplines including hydrology, geomorphology, and ecology of stream systems of the arid to semi-arid Intermountain West, into plans for restoration purposes. 4-Must demonstrate recent direct experience in oversight of construction programs implementing floodplain/riverine/aquatic habitat restoration and creation projects. Contractor must demonstrate knowledge of construction procedures and sequences for riverine restoration projects emphasizing a design-build approach to the project. Must demonstrate ability/experience to interact with construction crew foremen on a daily basis, making adjustments to schedule and plans as needs arise due to unforeseen contingencies. Suitable experience must be on projects involving floodplain/riparian/ aquatic interactions. Experience involving primarily one aspect of the required knowledge or experience, for example in-channel habitat improvement structures or streambank stabilization measures, is not regarded as suitable experience. Must describe the magnitude and complexity of the construction oversight experience, e.g. crew size, numbers and types of heavy equipment used, duration of projects, issues resolved, etc. 5-Must be knowledgeable of and demonstrate recent suitable success in implementing measures required to safeguard sensitive environmental features, including measures to protect water quality, aquatic flora and fauna, amphibious organisms, and non-target vegetation, during construction activities. 6-Must demonstrate recent suitable experience in integrating vegetation reestablishment measures into restoration planning, construction sequencing/scheduling and construction techniques in order to maximize revegetation success. Must demonstrate knowledge of factors required for successful establishment and regeneration of native plants used in ecosystem restoration work and how to achieve those factors with consideration given to site conditions and use of heavy equipment. Must describe the magnitude of the revegetation experience, e.g. number of acres re-seeded, number of plants installed by season, etc. on projects for which the Offeror has been involved in an oversight capacity. This is a performance based services solicitation and resulting contract and as such the offeror is to present a detailed description of how the work will be accomplished, i.e. what method(s) will be used, etc., experience as relayed above, and any other pertinent information.This acquisition is a HUB-ZONE set aside.
