- Description
- The Bureau of Indian Affairs, Office of the ChiefFinancial Officer, Office of Financial Management,Financial Systems Division requests the followingservice be acquired using other than full and opencompetition, in support of the Bureaus requirementsto maintain an unqualified audit opinion on thefinancial statements as it pertains to maintainingprimary and back-up support for nightly, monthly, andyear-end job and reports processing of the FederalFinancial System (FFS). We require expert consultingand financial systems support for COBOL programming,EZTRIEVE PLUS, IBM utilities, TSO, ISPF, and JCL, aswell expert consulting and financial systems supportfor the Bureau of Indian Affairs (BIA) Loan ManagementAccounting System (LOMAS). The Vendor: Carolyn MurilloIQ Business Strategies, Inc.15810 North 25th AvenuePhoenix, AZ 85023-4353 The vendor shall provide expert consulting andfinancial systems support in the development andimplementation of software for FFS using COBOL inconjunction with AMS CORE Foundation Software,EZTRIEVE PLUS, IBM utilities, TSO, ISPF, and JCL. Thevendor will also provide expert consulting andfinancial systems support to define and store reportson the INFOPAC reports distribution system for BIA usein its financial management operations. In addition, the vendor will provide expert productionsystems support for nightly, monthly, and annualprocessing and back-up support to the primary BIAsystems support person on an as needed basis. Thevendor shall provide expert database administrationservices for BIAs LOMAS and he contractor must beproficient in SmallTalk, Parts Workbench, and SQL inorder to support this system. The vendor shall also provide expert consulting andfinancial systems support services to assist withBIAs debt referral to Treasury for collection. Thecontractor will need to run the referral program eachmonth and send the electronic referral file toTreasury on behalf of BIA. The contractor will also berequired to backup the main BIA point of contact whoserves as the primary resource for running the FFSprograms for the front end and the back end of thereferrals programs. The referrals program is writtenin SmallTalk and Parts Workbench and uses Dbase tablesto house the data. The contractor will must beproficient in SmallTalk and Parts Workbench to supportthis process. The vendor will also be required to assist withvarious interfaces to the financial system, to includebut not be limited to the following: GSA Fedstrip, GSAMotorpool, Currently Non-Collectible Database (CNC),and the Federal Assistance Awards Data System (FAADS). The initial period of performance is four months fromJune 1, 2008 through September 30, 2008 with a fouryear option with the second year period to be fromOctober 1, 2008 through September 30, 2009. This notice of intent is not a request for competitiveproposals. Persons may identify their interest and capability torespond to the requirement or submit proposals.
