Description
This announcement serves as a pre-solicitation notice for the provision of Biometric training services at Fort Riley, KS. This is not a request for proposal, bid, or quote. This is a presolicitation notice in compliance with FAR 5.204. Government may solicit for a single awardee, Firm Fixed Price contract with a base period of performance from award to 30 June 2009. The contract may include 1 (one) ea. 3 (three) month duration option to extend the period of performance to 30 Sept. 2009. Government anticipates the possible releasing of a request for proposal solicitation on or about 28 May 2008. The NAICS code for this announcement is 611699, All Other Miscellaneous Schools and Instruction. The small business size standard is $6.5 m. This purpose of this announcement is to comply with FAR 5.204 and perform market research for the United States Army Contracting Agency at Fort Rile y, KS to determine industry interest toward participating in a possible future procurement action. All interested parties shall be currently registered in CCR under the NAICS code above. All interested parties shall also be registered, complete, and current in the ORCA system. If awarded, the awardee shall be required to submit all invoices for payment through the Wide Area Work Flow (WAWF) system. This application allows DoD vendors to submit and track Invoices and Receipt/Acceptance documents electronically. Contractors using WAWF shall register to (i) use WAWF @ https://wawf.eb.mil and ensure (ii) an electronic business point of contact (POC) is designated in Central Contractor Registration (CCR) @ http://www.ccr.gov within ten (10) calendar days after receipt of any possible contract award. This announcement is for information and planning purposes only and should not be construed as a commitment by the government for any purpose. This announcement does not constitute a request for proposals and no contract will be awarded from this announcement. Requests for solicitation will not receive a response. Technical Exhibits will not be made available at this time for review. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. No basis for claim against the government shall arise as a result from a response to this announcement or government use of any information provided. This announcement does not restrict the government to an ultimate acquisition strategy. The government reserves the right to consider acquisition strategies as deemed appropriate. The following summary is provided for consideration by industry. 1. Government requires contractor service support that provides up-to-date and comprehensive biometric training that includes, but is not limited to, the Biometric Automated Toolset (BAT), Handheld Interagency Identity Detection Equipment (HIIDE) training for Government designated personnel at Fort Riley, KS. 2. The Contractor shall furnish all management, labor, equipment, materials, meals, lodging, and transportation necessary to perform this training in support of various Government units undergoing pre-deployment or other training. It is expected that all aspects of the training will exist in a dynamic, evolutionary, and adaptive environment. Contractors continuous improvement of (or additions to) the processes, contents, and tasks is expected, so as to increase the overall effectiveness of the project. The performance goal is effective, efficient, fast reacting, and flexible training that meets the Governments needs as those needs develop over the life of this contract. 3. The Contractor shall provide fully qualified personnel with, military or military support operational experience in three principal areas: (1) Enrollment (2) Identification and (3) Database Management. 4. Each instructor shall have a full operational understanding of both systems and how they interact, in order to provide blocks of instruction on either system on any given day. Each instructor shall possess or be able to obtain and maintain at least a secret level security clearance. 5. The Contractor shall keep abreast of latest information updates from the biometrics field. The Contractor shall keep abreast of the latest enemy Tactics Techniques and Procedures (TTP) updates. The Contractor shall recommend curriculum changes to the Government as changes are required to keep the entire program of instruction at or before the leading edge of the Biometric systems field. The Contractor is required to provide all ancillary services and support necessary to its assigned personnel so that research and training objectives are met on a continuing basis. The Contractor shall possess and maintain at least a current secret level facility security clearance. 6. The Contractor shall perform analysis of Government provided information, prepare reports, and recommend changes to the approved curriculum as well as brief current TTPs to students, trainers, and leaders at all levels. The Contractor shall liaise with the COR or ACOR on all technical matters. The Contractor shall ensure that; all instructors update all lessons as required, plan and prepare task scenarios in concert with other organizations at Fort Riley, and develop/construct lesson plans, exams, and other associated materials to facilitate training. Industry interested parties that are able to meet the requirements are encouraged to submit an electronic letter of interest to this office within the time frame specified. Governments specific areas of interest are the suitability of this potential work for small business participation; is this work commercial contracting applicable; protecting Governments unlimited right to use contractor developed class improvements of the Government provided basic class material and to have unlimited rights in newly developed offeror material, for Governments continued use in the future. Interested businesses responding shall provide the Government, at a minimum, the following information as part of its submittal: (1) name of company and applicable CAGE code-include a contact persons name, title, telephone number and email address; (2) company address; (3) company size (please specify as either large, small, small disadvantaged, 8(a), woman-owned small business, historically underutilized business zone concern, veteran-owned small business, or service-disabled small business; (4) identify whether you are interested in this acquisition as a prime contractor or subcontractor. Note: 1. under certain teaming arrangements, the individual small businesses must meet the size standard instead of using the combined total of employees of all small businesses on the team. Note: 2. to qualify as a small business entity all of the team members must be a small business. One exception is mentor-protege, which does permit large business participation on the team.
