Description: THERMO ELECTRON/THERMO NORAN SYSTEM 7 X-RAYMICROANALYSIS SYSTEM DESC: The U.S. Department of Energys National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to award a purchase order on a sole-source basis to THERMO NORAN, MADISON, WI for delivery to our site in Morgantown, WV for the following: 1. Thermo Electron/Thermo Noran System7 X-ray Microanalysis System to include Gatam MonoCL3.CL System w/XiClone, with installation to include the following spectications: PRICMicroanalysis System Specifications Interface Capable of interfacing to any standard FESEM Able to interface to FESEM and record instrument parameters such as magnification, WD, kV, beam current, etc, to minimize operator input. Operating System XP Professional w/ backup Ethernet, W/R drive, DVD Drive, 20 HD Flat panel monitor Memory 2GB minimum Microanalysis System Digital Pulse Processor Capable of operating two EDS detectors Capable of simultaneous EDS/WDS Analytical Operation EDS, WDS, BSED, CL Ready Sample Drift Compensation Analysis Qualitative, Quantitative Microanalysis Utilizing standardless and user supplied standards Spectral Match Software Feature Sizing w/ chemical typing Compositional Analysis Phase analysis Analysis Type Standard X-Ray Mapping Line Scan Point and Shoot Spectral Imaging Imaging processing Software Standard Image Processing Software Matrix Correction Software ZAF, PROZA, Thin film analysis correction Digital Imaging w Maximum Imaging Capture 1024 x 1024 (minimum) EDS Detector Type SDD Cathodoluminescence System High resolution Imaging and spectroscopy Retractable mirror without altering vacuum status of microscope. FESEM compatible. Direct optical coupling through chamber-mounted monochromator and to CL detectors Mirror switch between panchromatic and monochromatic mode. High transmission efficiency optics Parallel spectral acquisition and spectrum imaging Output Printer, Export Data Out-put format Word, Excel, Powerpoint JPEG,TIFF (In TIFF output, Text Info in retained), emsa Warranty 1 Year Full Coverage - 24hour minimum response time - Ability to provide Full Technical maintenance and Service Maintenance Options to purchase annual maintenance Contracts - 24hour minimum response time - Ability to provide Full Technical maintenance and Service User List Company must provide user list of customers who have purchase and are using instrument. List must include - instrument type - organization - Contact information *****PRICE IS TO INCLUDE INSTALLTATION***** Training Credit: 1 Week training at manufactures Training facility This request is considered to be sole source to THERMO NORAN because the new system has to interface to SEM type instrument now being used at NETL.. Presently we have two Noran microanalysis systems Purchase of the renewal must be purchased from the same company to ensure compatibility of the existing system. It must be compatible with the operating conditions and software of the existing system. New system must be compatiable with both detectors on existing systems can run 2 detectors. All responsible sources may submit a bid, proposal, or quotation which shall be considered by this agency. Firms who want to challenge the sole source must submit an interest letter that demonstrates the firms ability to provide the services or work described above. Interested parties must provide rationale as to why they should be considered. Interested parties shall provide sufficient technical literature, documents, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. All interested firms must respond to DE-RQ26-08NT00577 by 05:30 P.M. EST, May 30, 2008. Therefore, no solicitation will result from this announcement. The North American Industrial Classification Code (NAIC) is 423490. A Firm Fixed Priced Purchase Order shall be using FAR 13, Simplified Acquisition Procedures.
