- Currently, IMS Government Solutions, a large business is performing the subject effort for the Government. Survey of Retail Prices; State Payment and Utilization Rates and Performance Rankings. Under the Deficit Reduction Act (DRA) of 2005, the Secretary of Health and Human Services is charged to contract for the monthly determination of retail survey prices for covered outpatient drugs that represent a nationwide average of consumer purchase prices for such drugs, net of all discounts and rebates. In addition, the vendor will provide notification when a new drug product that is therapeutically and pharmaceutically equivalent and bioequivalent becomes available and analyze whether the availability of this and other drugs meet the conditions for setting a Federal Upper Limit (FUL). The vendor will be contracted to collect each State's pricing information and perform a comparative analysis and rank each States prices to the retail survey prices. The purpose of this project is to contract for the performance of a monthly nationwide survey of retail prescription drug prices and the generation of a publicly available pricing database for use by State Medicaid Agencies. Additionally, on an annual basis the contractor will obtain State Medicaid Agency information on prescription drugs payment and utilization rates and prepare a comparative report ranking the performance of the States reimbursement prices to the retail prices collect in the survey.
