- NAVAIR NAWCAD Lakehurst intends to enter into a sole source delivery order with the Bell-Boeing JPO (BBJPO) under Basic Ordering Agreement (BOA) N68335-08-G-0002 for TPS redesign efforts. These redesign efforts are a result of Support Equipment Engineering Change Proposal modification to Operational Test Program Set (OTPS) 3 for the Regulator Converter (RC) 901-375-201-401 resulting from ECP-V-22-0418 (Regulated Converter Obsolescence Redesign, CRI #314) and the fielding of the Test Program Set (TPS) mod. This TPS modification will provide support for RC WRA on the V-22 Aircraft, and shall be used at the Intermediate level on the Consolidated Automated Support System (CASS) and Reconfigurable Transportable Consolidated Automated Support System (RTCASS). This OTPS is to be developed/redesigned on CASS and then rehosted to RTCASS. This efforts is for the following: modification to the existing OTPS 3 (Regulator Converter (RC) TPS only), retrofit of existing OTPS hardware, acceptance, and On-Site Verification (OSV) at eighteen (18) MV and five (5) CV sites. This requirement is also for additional production copies of OTPS 3: seven (7) additional production copies for CV sites (including OSV at all seven of these sites) and ten (10) additional production copies for MV sites (including OSV at six (6) of the these (10) sites.) BBJPO, the designer, developer, and integrator of the V-22 Aircraft Weapons System, is the original manufacturer of these OTPS’s on the V-22 aircraft, and remains the only business entity that has all the required proprietary rights and non disclosure agreements with the suppliers of the aircraft components that are necessary to modify, develop, and manufacture these OTPS’s within the required time frame of this requirement to meet the fleet requirements. The Government intends to procure these modifications and equipment under the authority of 10 USC 2304 (c) (1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1.
