Description
THIS SOURCES SOUGHT NOTICE IS AN ADVANCE NOTICE FOR INFORMATION, MARKET RESEARCH, AND PLANNING PURPOSES ONLY. NO SOLICITATION IS AVAILABLE AT THIS TIME. The information received will be used within the Navy to facilitate the decision making process and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. Respondents will not be notified of the results of the evaluation. As a member of the Naval Facilities Engineering Command (NAVFAC) team, the Naval Facilities Engineering Service Center (NFESC), with headquarters located at Naval Base Ventura County in Port Hueneme, CA, provides worldwide support to the Navy, Marine Corps, and other federal agencies. NFESC provides innovative solutions through engineering, design, construction, consultation, test and evaluation, technology demonstration/implementation, and program management support. NFESC leverages technology to enhance our clients' effectiveness and efficiency. NFESC uses existing solutions where possible, identifies and adapts breakthrough remedies when appropriate, and performs innovative technology development when required. The Government is seeking to identify commercially available and/or advanced development/near production-ready heat and thermal shock resistant materials that could potentially meet the needs of the Naval Facilities Engineering Service Center (NAVFAC ESC), Port Hueneme, CA. These materials must survive repeated temperature increases from ambient conditions to 1700oF in 20 seconds and be sustained at that temperature for an additional 10 seconds. These materials will be used for airfields pavements and are meant to replace or upgrade current pavements made of concrete and joint seals. Materials shall also be resistant to jet fuel, jet oil, and hydraulic fluid. NAVFAC ESC is interested in identifying potential sources and gathering information on current capabilities within the market. Information provided may be used by NAVFAC ESC in refining its requirements definition, selection of testing materials and developing its acquisition approach and schedules. Potential interested sources are required to respond to this notice NOT LATER THAN 2:00pm PDT, 30 June 2008. Firms interested are asked to provide the following information: (1)Description of the material and its resistance to rapid temperature rises including its resistance to sudden gas expansion from vaporized oil or water in its pore structure;(2)An estimated assessment of its resistance to exposure to engine oil, jet fuel, and hydraulic fluids; (3)Potential applications and set-up constraints;(4)Costs, including unit sizes, operating parameters, warranty and maintenance;(5)Technical specifications;(6)Name and address of firm;(7)Business size and socioeconomic classification;(8)Any additional information such as product brochures, data sheets, websites (URLs), etc. Submission of responses in electronic format/media is preferred.
