- 1. HQ 554th Electronic Systems Group, Contract Execution Division B(HQ 554 ELSG/PKB) at Wright-Patterson AFB OH is issuing this Request for Information (RFI) in accordance with FAR 52.215-03 "Request for Information or Solicitation for Planning Purposes" for interested Small Businesses as defined by FAR Part 19 to submit their capability package for providing support for the Stock Control System (SCS). SCS is a D035 suite of systems that provides key functionality to the Air Force and other Government agencies in the area of Asset Management. Your capability package is to address all of the information as outlined in the attached RFI letter. This RFI is to indentify potential Small Business sources only to assist in the formulation of an acquisition strategy. It does not constitute a solicitation for proposals and no contract will be awarded as a result. Your response is strictly voluntary and the Government will not fund nor reimburse your company for any costs ! you may incur responding to this request for information or those associated with any follow-up information. 2. Your capability package must be submitted within twenty (20) days after publication of this announcement. Please provide two (2) paper copies of your response. Electronic format may be submitted in addtion to the two (2) paper copies. An Ombudsman has been appointed to hear concerns from offerors or potential offerors. Address issues, concerns, and questions regarding this acquisition to the Contracting Officer. You may refer them to the Ombudsman if after discussing them with the Contracting Officer you feel that you are not effectively communicating with the government. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates offerors concerns, uses, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
