COMBINED SYNOPSIS/SOLICITATION Photomixing Sweep Oscillator (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number RA1341-08-RQ-0399DR. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. (IV) This procurement is a Total Small Business Set-aside. The associated NAICS code is 334515. The small business size standard is 500. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: LINE ITEM NO. 0001: BRAND NAME OR EQUAL TO: Physical Domains Terahertz Photomixing Sweep Oscillator with the following specifications: (a) External Cavity Diode Laser, (b) Packaged and Aligned Photomixers, (c) Throlab XYZ Stages, (d) 18x24x1.0 Inch Breadboard, (e) Prism Beam Combiner, (f) Off-Zxis Paraboldis (for THz), (g) Flat Turning Mirrors, (h) Microscope Objective, (i) Free-Space to Fiber coupler (for coupling to laser spectrometer). LINE ITEM NO. 0002: BRAND NAME OR EQUAL TO: Michelson Optical Wavemeter LINE ITEM NO. 0003; BRAND NAME OR EQUAL TO: STANFORD RESEARCH MODEL SR830, Digital Lock-In Amplifier. Salient Characteristics: Frequency range: 0.05 - 1.5 THz, electronically tunable without gaps Power: > 0.5 microwatt Footprint: 24"x24" (VI) Description of requirements is as follows: N/A (VII) Place of delivery is National Institute of Standards and Technology (NIST) Boulder Labs, 325 Broadway, Bldg 22, Boulder, CO 80305. Delivery shall be FOB Destination to Boulder, CO. (VIII) Desired delivery is 60 days ARO; offerors shall state offered delivery. (IX) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Nov 2007), applies to this acquisition. In addition to written price quotes, offers are instructed to provide the brand name of an "equal" product, including manufacturer and model no. (X) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Offers will be evaluated solely on price and the price-related factors referenced in this solicitation, if any.
