Description
The Office of Substance Abuse and Mental Health Administration (SAMHSA), Office of the Administrator, (OA), through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to The National Alliance of Multi-Ethnic Behavioral Health Associations (NAMBHA). In order to reduce the current fragmentation and begin to link “pockets of excellence” in reducing disparities, SAMHSA launched the National Network to Eliminate Disparities (NNED). The mission of the NNED is to build and sustain a national network of organizations that will work collaboratively with diverse cultural, racial, ethnic and linguistic communities to promote policies, practices, standards and research to eliminate behavioral health disparities and disseminate new knowledge to the field. NAMBHA occupies a unique role as the umbrella organization for the four national ethnic behavioral health associations that are dedicated to the elimination of disparities for diverse ethnic and racial communities. NAMBHA has brought together the National Asian American/Pacific Islander Mental Health Association, the National Latino Behavioral Health Association, the First Nations Behavioral Health Association, and the National Leadership Council for African American Behavioral Health in a joint, collaborative effort to address the behavioral needs of these diverse populations. NAMBHA is the only national organization that has unified these associations to work collectively to improve the access, quality and outcomes of care for these populations. NAMBHA has unique and specialized working relationships throughout these communities, having invested numerous human capital and social resources, to develop a unique infrastructure that is needed to advance the NNED and the work of its partners. Due to NAMBHA’s unique organizational structure, access to multiple communities of color, and expertise in behavioral health disparities across all four major ethnic communities, it is uniquely positioned to best serve the needs of this contract. Its structure enables NAMBHA to penetrate not just one single ethnic racial community but the four diverse populations targeted within the NNED. This contract is to support the work of the National Facilitation Center (NFC). The NFC is responsible for coordinating the NNED partners and ensuring the efficient operation of the NNED which is a virtual network entity. A key operational value is to develop regular and efficient coordination bringing minimal burden but high value to partners in the NNED. The Contractor will be expected to undertake the following tasks: 1. Develop a strategy to systematically identify and invite CEBONS and KDCs to become partners in the NNED. 2. Facilitate communication and relationship building among and across local communities and behavioral health providers of color across the U.S. 3. Develop a process for identifying priorities for the NNED and selecting KDCs. 4. Develop at least two Learning Clusters which consist of multiple CEBONS with a shared interest or priority issue that work closely with a KDC. 5. Provide fiscal and logistical support for the Learning Clusters. 6. Provide fiscal and logistical support for the KDCs within the Learning Clusters. 7. Host and prepare agendas for the NNED Steward Group. 8. Establish a feasible schedule, develop agendas and facilitate the Steward Group meetings. 9. Facilitate the Steward Group Work Group #3 Growing the NNED: Resources and Funding, and assist them in developing a plan for ongoing fiscal and operational sustainability for the NNED. 10. Plan for a National Conference of the NNED in 2009; prepare for logistics and identify and convene a Planning Group to develop the conference. 11. Participate in monthly NNED Steering Committee calls with SAMHSA. 12. Work in collaboration with the contractor that provides the virtual office development, knowledge management and website technology for the NNED. 13. Provide a bi-monthly progress report to the NNED Project Officer. 14. Provide bi-monthly invoices aligned with the progress reports. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
