Description

The Department intends to issue a purchase order to Educational Testing Service (ETS), 666 Rosedale Road MS 85-D, Princeton, NJ 08541-0001 to examine trends in mean Praxis II assessment scores from the mid-1990s to the present time among all individuals who took certain Praxis II assessments in Mathematics, English, and Science. ETS is uniquely positioned to conduct this study because ETS maintains all of the Praxis II testing data from all states that administer the Praxis II exams. ETS has permission from the states to conduct analyses on these data as long as the analyses to not disaggregate and identify the names of individual states. Because ETS already has access to these data and permission from the states to conduct analyses of the data when aggregating from many states, there is no need for ETS to seek additional permission. Finally, ETS researchers are very familiar with the Praxis II data and have expertise in conducting analyses with the data. Due to these factors ETS is uniquely qualified to perform the needed work and is the only source that will satisfy ED’s requirement. This purchase order shall not exceed the simplified acquisition threshold. The anticipated period of performance is 34 weeks. All responsible sources, however, may submit a proposal that shall be considered by the agency.
