- DESCRIPTION: The U.S. Coast Guard intends TO Procure contractor services USCG LEVEL III REPORTING SYSTEM. This notice is for a commercial item in accordance with Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Therefore, please read this entire notice, the instructions herein, and the attachment documents carefully. This acquisition is on an Unrestricted basis. Scope: Situation Overview: The United States Coast Guard (USCG) has a rich history of having the some of the best trained, well prepared people in support of our country. USCG conducts almost 700 training courses each year for more than 40,000 students at seven regional training centers located throughout the United States. Approximately one-third of these courses are conducted by the Department of Defense (DOD), one-third are conducted by USCG and the final third are commercial training programs. A key measurement following any of the training programs are Terminal Performance Objectives (TPOs). There can be between 5 and 100 TPOs per training course with varying levels of complexity. A Kirkpatrick Level III evaluation is conducted for each course six months after completion to understand each course participant’s utilization TPOs from each course. The Kirkpatrick Level III evaluation is provided to each participant and to their supervisor in order to determine where gaps may exist in course effectiveness and participant skills. Currently each training center has its own Workgroup in SurveySolutions/EFM and will be responsible for creation of the evaluations for their particular training courses and distribution to participants in the 6 month timeframe. The USCG intends to leverage its existing investment in Perseus|WebSurveyor’s SurveySolutions/EFM online feedback solution to standardize the approach to conducting Kirkpatrick Level III evaluations. As part of a new approach, USCG intends to deploy a standard online survey instrument to each course participant and to their supervisors. Each instrument will be built to enable USCG to obtain feedback on the individual’s skills, as well as key demographic information about the individual’s rating, rank and TPOs. As USCG implements this program, it is seeking to develop a reporting portal in which the results of all training course evaluations can be displayed and examined at a detail level by several different levels of management within the CG training organization, including course instructors, program managers, training center managers and analysts and curriculum planners at USCG headquarters. Key attributes of the reporting portal that will need to be developed include the ability to provide reports across the organization and the flexibility to easily and economically meet changing reporting requirements over time. In addition, while reports are currently envisioned to be text-tables only, USCG would like to have the flexibility over time to upgrade the reports to graphical formats, and to take full advantage of the Perseus|WebSurveyor application programming interface (API) to be able to more tightly integrate its own internal systems and SurveySolutions/EFM. Objectives: Provide USCG with a reporting portal that will enable the organization to aggregrate data from standardized online Kirkpatrick Level III evaluations Provide report users with the ability to drill deeply into the data Strategies: Utilize the expertise of the Perseus|WebSurveyor Research Services team to develop a flexible online reporting portal to assist the USCG in meeting its reporting requirements Utilize the SurveySolutions Application Programming Interface to create a flexible data repository for USCG NOTE 22. The proposed contract action is for clipping service for which the Government intends to solicit and negotiate with VOVICI under the authority of FAR 6.302 VOVICI CURRENTLY HOLDS THE CONTRACT FOR THE U.S. COAST GUARD HEADQUARTERS. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
