- Description
- The Social Security Act requires the Commissioner to enter into contracts with States to secure death certificate data. Under these existing contracts, the States must submit this data to SSA within 90-120 days of the month of the person’s death. This contract supports SSA’s requirement to receive death data more timely and accurately to administer its programs more effectively. The contractor shall provide consulting services and test State OVS-2 software related to the electronic death registration process. This EDR affects Title II and Title XVI beneficiaries and other Federal agencies’ beneficiaries. EDR will enable SSA to realize significant administrative and program savings by terminating Social Security benefits more timely because of death. Other federal benefit paying agencies will avoid incorrect payments by terminating their benefits more timely based on receipt of SSA’s death master file. SSA anticipates a sole source award to the National Association for Public Health Statistics and Information Systems (NAPHSIS). NAPHSIS is a national association that represents state vital records and public health information statistics offices which is based in the Washington, D.C. area, and is a not for profit agency. This contract is follow-on work which was provided under current contract (SS00-05-60070). The contractor shall test and submit a report of the State’s OVS-2 software and Fact of Death files for an estimated 1-21 States. Also, a report of testing of the OVS-2 software and Fact of Death for States that have previously implemented EDR using OVS-1 and are migrating to OVS-2. Testing will be performed when these States notify SSA that they intend to migrate to OVS-2. Vendors capable of meeting SSA’s requirements for consulting and testing services for EDR must present electronic/written evidence of such capability by close of business on May 19, 2008. The Government does not intend to pay for information received and does not intend to provide evaluation results to the sender. Instead, the knowledge obtained from information submitted will be used to determine whether there appears to be a competitive source in the marketplace.
