Description
PRE-SOLICITATION CONFERENCE AND SITE VISIT In anticipation of the issuance of Solicitation W91RUS-08-R-0012, the 4th Signal Center (Theater), Pacific-Theater Network Operations Security Center (PAC-TNOSC) has scheduled a Pre-Solicitation Conference and site visit. Interested vendors who anticipate submitting an offer for this solicitation are encouraged to attend. Potential offerors will have the opportunity to attend a contract and technical briefing of the requirement during the morning session, submit written questions for clarifications about the Performance Work Statement (PWS), and visit the PAC-TNOSC operational facility during the afternoon session. The Government anticipates that the Solicitation for this requirement will be issued on or about 4 June 2008. The Pre-Solicitation Conference will be split between two locations on 28 May 2008. Attendance for the whole event will be limited to TWO individual participants per company. 1) Morning Session (0830-1200): Registration/checkin for participants will begin at 0830 for the morning session at the Battle Command Training Center-Hawaii, Building 1503 Trimble Road, Schofield Barracks, Hawaii. (Map attached.). Conference briefings will start at 0930, pending completion of registration. 2) Afternoon Session (1300-1600): Will be a walk through of the Pac-TNOSC facility on Fort Shafter, Hawaii. The PAC-TNOSC site visit in the afternoon will be held at Bldg 520, Rm C11, 3rd Floor. Building 520 has no elevator. A map to the location of the PAC-TNOSC will be available at the morning session during conference registration. Ms. Jadie Russell is the Contracting Officer for this procurement. Those who plan to attend the conference must RSVP to Ms. Russell no later than 1600 hours Arizona Time on 22 May 2008. The RSVP should include the following: Individual(s) name(s); Company name; Phone number; and E-mail address. Ms. Russell can be contacted via telephone (520) 533-1694, or via email jadie.russell@us.army.mil. Ms. Patricia Geaghan is the point of contact (POC) from the Pac-TNOSC for the conference. Ms. Geaghan can be contacted via commercial telephone number: (808) 438-0695, commercial facsimile: (808) 438-0696, or email patricia.geaghan@us.army.mil. Ms. Geaghan will only answer questions regarding directions and access to the sites where the sessions will be held. Schofield Barracks and Ft. Shafter are closed military installations. Those wishing to participate in the pre-solicitation conference at Schofield Barracks, and the site visit at Ft. Shafter must prepare, and submit in advance, a Visitor Authorization Request (VAR) or Visitor Authorization Letter (VAL) with the following information: a. Contractors Company Name, address, and telephone number, assigned CAGE Code, if applicable, and certification of the level of the facility security clearance. b. Name, date, and place of birth and citizenship of the employee attending this conference. c. Certification of the proposed visitor's personnel clearance. d. Name of person(s) to be visited: Pacific-TNOSC, POC Patricia Geaghan. e. Purpose: TNOSC Pre-Solicitation Conference 28 May 2008. f. Date or period during which the VAR/VAL is to be valid: 28 May 2008 g. Visitors to Schofield Barracks and Ft. Shafter must have valid vehicle safety and insurance certification in their vehicle, along with a valid drivers license or picture identification. It is a federal offense for an individual to attempt access to a federal installation with a suspended or revoked driver's license. All VARs and VALs must be sent to ATTN: 516th Signal Brigade S2/Security Office for receipt by 1600 (HST) on 22 May 2008 incomplete or late submissions will not be accepted. The S2/Security Offices FAX number is (808) 438-0910; or email VARs /VALs to at Ms. Taide LeHouck (Taide.LeHouck@us.army.mil)(Voice (808) 438-2681) Subject line for VAR/VAL submissions must reference, Purpose: TNOSC Pre-Solicitation Conference, 28 May 2008. [Do not send VARs/VALs to Ms. Geaghan.] Again, attendance shall be limited to no more than two representatives per firm. SECRET CLEARANCE DESIRED. UNCLEARED VISITORS WILL BE PROVIDED ESCORTS THROUGH THE TNOSC FACILITY. The TNOSC facility is located on the 3rd Floor of a building with no elevator. Visit request and Clearance Access Certification must be received by the S2/Security office by 1600 (HST), 22 May 2008. Contractor participants who hold valid security clearances must provide proof of their security clearance(s) to the S2/Security office along with their VAR/VAL submission.
