- Description
- On or about 03 June 2008, this office will issue Request for Proposals for design and construction of the PERMANENT PARTY CHAPEL, PN 21640 at FORT Lee, Virginia. The solicitation will close on or about 15 July 2008. This solicitation is a one step Military Transformation (MT) Wizard RFP. This solicitation is RESTRICTED TO HUBZONE SMALL BUSINESS PARTICIPATION. The project consists of constructing an Army Standard Chapel featuring a 202- seat sanctuary and an activity center that can seat in excess of another 100 people and incorporates the following spaces: education classrooms, multipurpose room, Blessed Sacrament room, sacristy/robing room, choir room, resource center, nursery, restrooms, kitchen, storage, and administrative space. The total space requirement for the primary facility is approximately 17,900 SF. The project will include the following supporting facilities outside the 5 foot line of the building, which includes utilities; electric service, emergency and security lighting; fire protection, detection and alarm systems; paving, walks, curbs and gutters; parking; storm drainage; information systems; landscaping; site improvements; and exterior building signage. Access for individuals with disabilities will be provided. Heating and air conditioning will be provided with separately-zoned, self-contained units. Antiterrorism/force protection (AT/FP) measures are included. Building Information Modeling (BIM) compatible with Bentley BIM file format and USACE Bentley BIM V8 Workspace will be required. The Contractor will be competitively chosen using a Best Value Source Selection procedure (Design Technical, Performance Capability and Price as factors). All factors, other than price, when combined are approximately equal to price. The estimated design and construction cost of this project is between $5,000,000 and $7,500,000. A tentative Pre-proposal conference at the installation has been scheduled for 10 June 2008. Provisions in the solicitation documents will provide detailed information (meeting place, time, points of contact, and access requirements). Interim Interviews, a Design-build best practice, will be utilized for this solicitation and is tentatively scheduled for 17 June 2008 at the Corps of Engineers, Omaha District.
