- The contract information and selection criteria for this project have been modified to read as follows: The changes incorporated include (1) extending the response date to May 28, 2008; (2) In the selection criteria (B)(2)is modified to read a cost estimator with 5 years experience on Alaska projects and one Hazardous Materials Engineer, Hazardous Material Manager, Environmental Engineer, or Environmental Scientist with a minimum of 5 years experience in this field; (3) In the selection criteria (B)(3)is modified to read the addition of the statement that Any firm(s) that will be hand delivering their documents need to coordinate this with Monica H. Bardsley, 907-753-2548, monica.h.bardsley@usace.army.mil or Christine A. Dale, 907-753-5618, Christine.a.dale@usace.army.mil CONTRACT INFORMATION: No additional information shall be provided and no solicition will be issued. Interested firms shall respond by submitting a SF 30 listing their qualifications in accordance with the instructions below. Submittals must be received at the address indicated above no later than COB (2:00 pm Alaska time) on May 20, 2008 May 28, 2008. SELECTION CRITERIA: The following selection criteria headings are listed in descending order of importance. Criteria A-E are primary selection criteria: (A) specialized experience and technical competence in: (1) design of architectural, civil, structural, mechanical, electrical renovation and repair jobs; (2) preparation of plans and specifications for military construction projects; (3) steam/condensate, water, electrical, sewage utility systems, and road/parking lot design; (4) construction cost estimating, and (5) arctic design experience; (B) minimum professional personnel in the following disciplines: (1) one registered mechanical engineer and one registered electrical engineer, each with 5 years post-graduate experience; (2) one registered architect, one registered civil engineer, one registered structural engineer, one fire protection engineer, one registered landscape architect, one certified cost estimator with 5 years experience on Alaska projects, and one certified Hazardous Materials Engineer, Hazardous Material Manager, Environmental Engineer, or Environmental Scientist with a minimum of 5 years experience in this field. Responding firms MUST address each discipline, clearly indicate which shall be subcontracted, and provide a separate SF330, Part II for each subcontractor necessary. (C) past performance on DOD and other contracts with respect to cost control, quality of work, and compliance with schedules; (D) capacity to maintain schedules and accomplish required work on three simultaneous delivery orders; (E) knowledge of locality: availability of A-E staff to meet frequently with DPW personnel in Anchorage and Fairbanks and the ability to mobilize staff to Alaskan project sites on relatively short notice. Criteria F-H are secondary and will only be used as 'tie-breakers' among technically equal firms. (F) location of the firm in general geographical area of the projects ; (G) volume of DOD contract awards in the last 12 months; and (H) extent of participation of SB, SDB, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the estimated effort.
