- The US Army Natick Soldier Research Development and Engineering Center (NSRDEC) in Natick, MA, is conducting a market survey for technical information from US and/or foreign vendors on methods for a range of capabilities to achieve a cost-effective, reliable, accurate method, to include but not limited to: dispensing of Leaflets and other PSYOP materials. The desired characteristics for such a system are as follows: (1) ability to deliver a (or multiple) 50-150 pounds of payload capacity, (2) deployable from a range of aircraft or other delivery systems. For example, Rotary Wing (such as CH-53, CH-46, CH-47, UH-60, V-22), C-130 (all types), C-17, and/or a range of Unmanned Aerial Systems (UASs) traveling at speeds ranging from 0-150 (Threshold (T)) knots indicated airspeed (KIAS) and faster (Objective (O)), (3) capable of operating at altitudes up to 25,000 feet mean sea level (MSL) (T) and higher (O), (4) capable of flying through multiple waypoints and/or dispensing part/most of payload (1 (T) waypoint, 2+ (O) waypoints), (5) ability for standoff is an objective. The science and technology effort in the area of applied research and experimental development being considered is on the order of $0.5M-$2.0M per year for three years. Proprietary information will not be disclosed outside the U.S. Government. All interested US and/or foreign firms, regardless of size are encouraged to respond to this request for information. It should be noted that this is a market survey and not a pre-solicitation notice. A pre-solicitation may be published if a formal solicitation is generated or eligible offers may be directed to the NSRDEC Broad Agency Announcement (BAA). No awards will result from this market survey. Nothing shall be construed herein or through the market survey process to commit or obligate the U.S. Government to further action as a result of this market survey. Firms responding to this market survey shall bear all risk and expense of any resources used to provide the requested information, and all information submitted in response to this request shall become the property of the U.S. Government and will not be returned to the submitter. Respondents must submit their product brochures, technical data, or other information concerning performance and cost within 30 days of this publication.
