- This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the FAR, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), number ESQ080041. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25. This solicitation is set-aside for Small Business concerns, under North American Industry Classification System (NAICS) code 321114. The Small Business Size Standard is 500 employees. SPECIFICATIONS FOR THE PRESERVATIVE-TREATED POLES AND POSTS ARE AS FOLLOWS: Part I: General 1.02 REFERENCES: A.. Certificates of Conformance: Submit one copy of written certification from the supplier of the following contractor-furnished items to be used. Submit written certification from the treating plant stating that chemicals and methods used for wood preservation and net amount of preservative retained are in conformance with applicable standards. Submit written certification from the manufacturer that the Contractor furnished fence posts conform to the requirements of this section. PART 2: PRODUCTS 2.01 CONTRACTOR FURNISHED MATERIALS: A. Wood Posts and Braces: Wood posts and brace rails shall be sound single-stem members of round cross section. A slight bend in one plane is acceptable. Wood posts 6 inches minimum diameter at the small end and brace rails shall be 4 inches minimum diameter at the small end and lengths are as shown on the work data sheet. Honey Locust, western red cedar (full stem with bark removed), juniper, osage orange, and white oak are acceptable without treatment. Posts are not acceptable when sweep causes a straight line joining the center of the top to the center of the butt to fall outside the body of the post, or at a point 2 inches or more from the center of the post. Posts that are twisted, rotted, excessively bent, or have a check extending into the pit or more than one check are not acceptable. Posts that are charred are not acceptable. 2.03 WOOD TREATMENT PRACTICES: A. General: Minimum net retention and penetration shall be according to AWPA C5. Treatment method shall be according to AWPA C 1. B. Chromated Copper Arsenic (CCA): Waterborne preservative according to Type A, B, or C in AWPA P 5. Award will be made to the lowest responsive, responsible quoter that is most advantageous to the government. Evaluation factors will based on Price, Past Performance, and Delivery Schedule. BLM is requesting a 30 day delivery from date of award. The provision at 52.212-01, Instructions to Offerors-Commercial Items is applicable. The provision at 52.212-02, Evaluation-Commercial Items is applicable, and the following shall be included in paragraph (a) of this provision. QUOTERS SHALL FOLLOW INSTRUCTIONS IN THE PROVISIONS AT 52.212-03, OFFEROR REPRESENTATIONS AND CERTIFICATIONS - COMMERCIAL ITEMS, AND SUBMIT THIS COMPLETED CLAUSE WITH IT'S OFFER.
