Description
Contractor shall provide all supervision, labor, material, equipment and accessories required to replace lighting in Warehouse 15, located at the Defense Distribution Depot San Joaquin (DDJC), Tracy, CA. All work shall be performed complete and in accordance with the specifications and drawings. Period of Performance: Contractor shall commence work within five (5) calendar days after the date the Contractor receives the notice to proceed, prosecute work diligently and complete the entire work ready for use no later than 120 calendar days after the date the contractor receives the notice to proceed. Working Hours: Contractor's working hours, which do not require a power outage, will coincide with working hours of Defense Logistics Agency, DDJC, a normal five (5) day, forty (40) hour week, Monday through Friday, from 7:00 A.M. to 3:30 P.M., except Federal holidays. All electrical power outages shall be outside of the normal Monday through Friday 7:00 AM to 3:30 PM work hours. The power outage shall be scheduled for a Sunday and must be scheduled a minimum of 72 hours in advance. This acquisition is 100% set aside for Service Disabled Veteran Owned Small Business (SDVOSB) concerns pursuant to the Small Business Competitiveness Demonstration Program Act of 1988, Public Law 100-656 (15 U.S.C. 644 note). Contract award will be issued pursuant to the Small Business Competitiveness Demonstration Program. The NAICS Code for this acquisition is 238210. The small business size standard is $13,000,000. The magnitude of construction for this project is within the estimated price range of between $250,000 and $500,000. The tentative date for issuance of the Invitation for Bids (IFB) SP3100-08-B-5003 for the above stated requirement is June 2, 2008. A Pre-Bid Conference/Site Visit will be conducted. Although not required, it is highly recommended that the Contractor will attend so that he can inspect the work site and thoroughly familiarize himself with the conditions. The exact date and time for the pre-bid conference/site visit will be stated in the solicitation package. The solicitation will also establish the bid opening date and time. Access to the solicitation package to include the specifications and drawings will only be made available to prospective bidders via the Federal Business Opportunities (FedBizOpps) website at http://www.fbo.gov. Hard copies of solicitation SP3100-08-B-5003 to include specifications and drawings will not be distributed. Prospective bidders are cautioned concerning their responsibility to access the website for any amendments that may be issued under the solicitation. There will be no advance notification of amendment issuance. Prospective bidders are advised to consult the website frequently to check for the issuance of amendments. Amendments may be issued up until the proposal due date. Failure to acknowledge amendments may render your proposal ineligible for award. To receive awards resulting from solicitations issued after May 31, 1998, your company must be registered in the Central Contractor Registration (CCR) database. Contractor may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423 or via the Internet at http://www.ccr.gov. All responsible sources may submit a bid which shall be considered by this agency. The Government intends to award one contract as a result of this solicitation. Award will be made to the lowest priced responsive, responsible bidder. A bidder must be determined responsible according to the standards of FAR Subpart 9 to be eligible for award.
