- Presolicitation NoticeDate Created 16 May 2008 29 - Engine Accessories Services, Non-Personal, Repair: The Contractor shall provide all labor,facilities, equipment and all material to accomplish the repair,modifications, test, packing and packaging and return to the Governmentin accordance with the work specifications contained in thesolicitation, the line items of Air Force equipment listed below. Afirm fixed price type contract is contemplated for this contract. Theitem and estimated quantities are a follows: This is a request for a 36month Firm Fixed Price ID/IQ Min: 130 each Max: 240 each CLIN 0001NSN: 2925-01-436-7325 RK P/N: AY7707382-1CLIN 0002Over and Above CLIN 0003Data Destination: Tinker Air Force Base OK 73145-3028. Delivery: 60 daysARO/ARR. This solicitation is to obtain a 36 month (3) year firm fixed priceindefinite delivery indefinite quantity requirements contract for therepair of Engine Start Controller System with 100% contractor furnishedmaterial. The approximate issue of the solicitation date will be 2 June2008. Approximate award date is 31 July 2008. Source: RSL Electronics(S7040). Written procedure will be used for this solicitation. Notelephone requests. Only written or faxed requests received directlyfrom the requestor are acceptable. All responsible sources solicitedmay submit a bid, proposal, or quotation all of which shall beconsidered. The proposed contract action is for supplies and servicesfor which the Government intends to solicit and negotiate with only one,or a limited number of sources under the authority of FAR 6.302.Interested parties may identify their interest and capability to respondto the requirements or submit proposals. This notice of intent is not arequest for competitive proposals. However all proposals receivedwithin 45 days (30, if award is issued under an existing basic orderingagreement) after date of publication of this synopsis will be consideredby the government. A determination by the Government not co competethis proposed contract based upon responses to this notice is solelywithin the discretion of the Government. Information received willnormally be considered solely for the purpose of determining whether toconduct a competitive procurement. Specifications, plans or drawings relating to the procurement describedare incomplete or not available and cannot be furnished by theGovernment. It is suggested that small business firms or others interest insub-contracting opportunities in connection with described procurementmake contact with the firms(s) listed. Note: An Ombudsman has been appointed to hear concerns from offerors orpotential offerors during the proposal development phase of thisacquisition. The purpose of the Ombudsman is not to diminish theauthority of the program director or contracting officer, but tocommunicate contractor concerns, issues, disagreements, andrecommendations to the appropriate Government personnel. Whenrequested, the Ombudsman will maintain strict confidentiality as tosource of the concern. The Ombudsman does not participate in theevaluation of proposals or in the source selection process.
