- This synopsis provides the Government’s intent to solicit and award a sole source FFP service contract, utilizing the procedures of FAR Part 12, to Darlington, Inc. A Wholly Owned Subsidiary of ITT Corporation, 2325 Charleston Regional Parkway Charleston, SC 29492. This sole source bridge contract is associated with the competitive Request for Information, GSA solicitation USAID_OFDA_ICT_RFI, posted on FedBizOpps on 12/5/07 and as updated with the small business sources sought RFI notice on 2/16/08. The U.S. Agency for International Development (USAID), Bureau for Democracy, Conflict and Humanitarian Assistance’s (DCHA) Office of Foreign Disaster and Assistance (OFDA) requires end-to-end Information and Communications Technology (ICT) support. This shall encompass all communications and computer resources. The Contractor shall plan, staff, and implement all of OFDA’s Information and Communication Technology (ICT) support requirements both for OFDA’s operations at headquarters and for its field responses to natural or man-made disasters around the world. Darlington Inc, is the longtime and current service provider performing this work in support of USAID/OFDA. The current contract is scheduled to expire on 7/31/08 and the Government requires the establishment of a 6 month sole source bridge contract (8/01/08 – 1/31/09) with 6 each, one month optional periods (for a possible total including options of 12 months), to Darlington Inc. This will allow for uninterrupted OFDA support especially to the various recent international disasters, sufficient time for the competitive acquisition referenced above to be awarded, and for an appropriate transition/hand-off period to occur. It is anticipated that the award of the follow-on contract will occur in the February – April 2009 timeframe, with the requirement for a 30-60 day transition period. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
