- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is W9124708T0075, and is issued as a Request for Quotation (RFQ). The 44th MEDCOM is seeking proposals for a Firm Fixed Price contract for a Strong Bonds Couples/Spouses of Deployed Soldiers Retreat in Ocean City, MD. This RFQ incorporates provisions and clauses as those in effect through Federal Acquisition Circular Number 2005-24, effective February 28, 2008. This solicitation is Unrestricted. The North American Industry Classification System (NAICS) code is 721110, Hotels (except Casino Hotels) and Motels. Period of performance is for June 20-22, 2008. This requirement is for forty-five (45) rooms for up to one-hundred twenty-five (125) participants, for two (2) overnight stays on June 20 & 21, 2008. Check-in time is required at 3:00 p.m. on June 20, 2008. Check-out time is required on June 22, 2008 no later than 11:00 a.m. Two (2) breakfasts are required on Saturday and Sunday, June 21 & 22, 2008 from 7:30 a.m. to 9:00 a.m. Two (2) lunches are required on Saturday and Sunday, June 21 & 22, 2008 from 12:00 noon to 1:00 p.m. One (1) dinner required on Friday, June 20, 2008 at 7:00 p.m. Three (3) conference rooms are required; breakdown as follows: two (2) conference rooms to accommodate ninety-five (95) adults for the following dates/times: Friday, June 20, 2008 from 4:00 p.m. to 6:00 p.m.; Saturday, June 21, 2008 from 9:00 a.m. to 12:00 noon; Sunday, June 22, 2008 from 9:00 a.m. to 12:00 noon. One (1) conference room to accommodate thirty (30) children for childcare at the same dates/times as the adult sessions. Audio Visual Package consisting of a large projection screen which Video Projector and DVD player can project image is required for the adult conference room sessions. Refreshment breaks are required for the following dates/times: one (1) break on June 20, 2008 at 3:15 p.m.; one (1) break on June 21, 2008 at 10:15 a.m.; and one (1) break on June 22, 2008 at 10:15 a.m. The following provisions and clauses apply to this solicitation: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.237-1, Site Visit; FAR 52.252-1, Solicitation Provisions Incorporated by Reference (website provided http://farsite.hill.af.mil); FAR 52.212-2, Evaluation-Commercial Items. (a) The Government will evaluate offers in response to this request and award a purchase order/contract to the responsible offeror whose offer conforming to this request, will be most advantageous to the Government considering price and other factors (e.g., delivery, and/or quality). Award will be made based upon the best value to the Government in accordance with procedures in FAR 13.106-2(b). A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offers specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offerors are to include a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items.
