Description

The National Institutes of Standards and Technology (NIST), Acquisition Management Division, on behalf of the Analytical Chemistry Division, intends to negotiate on a sole source basis under the authority of FAR 13.106(b)(1), with Essex Cryogenics of St. Louis, Missouri, to purchase DOT Certified, Stainless Steel Cylinders, used for gas mixtures. Sole source determination is based on the following: NIST is currently working in conjunction with the State of California (CARB) to experiment for stability and suitability for gas mixtures. NIST and the State of California require Stainless Steel, DOT Certified Cylinders to hold high pressures of gas greater than 800 psi. It is imperative for these Cylinders to be used for gas mixtures. Essex Cryogenics is the only source of providing the DOT Certified Cylinders to hold high pressures of gas greater than 800 psi for gas mixtures. This notice of intent is not a request for competitive quotations; however, responses received by May 29, 2008 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
