- Sources Sought Notice For SWIFT Phase II Implementation in CMS This is a Sources Sought Notice to determine the availability of a small business that can modify the Strategic Work Information Folder Transfer (SWIFT) system to accommodate CMS executive and Freedom of Information Action (FOIA) correspondence functions. SWIFT is the correspondence tracking system that is used by several agencies under the Department of Health and Human Services (HHS) including CMS. The version that CMS deployed on the Office of Secretary (OS) servers is the one for the Administration for Children and Families. This gave CMS a workable application for a limited time period, for a limited number of users. CMS must now enhance the SWIFT system to fulfill their correspondence needs and deploy it on their own web, application, task and database servers to expand the user base to all of CMS including the Regions. The government seeks to identify a contractor whose personnel have experience in modifying and deploying the SWIFT application in government facilities. They must have experience: Modifying the SWIFT application which includes editing the data entry screens, creating new folder types, and programming workflow features. Configuring the workspaces to mimic a government agencys organizational structure. Configuring SWIFT users (both power users and gatekeepers) and assigning them to the appropriate workspaces or public exchange folders. Training power users on the functions of the SWIFT application. Creating and modifying the SWIFT SQL Server database. This includes adding new fields and tables. Converting data from other correspondence systems to the SWIFT SQL Server database server. Maintaining SWIFT system support on an ongoing basis. Working with the server architecture in order to instruct government contractors on the design and setup of the SWIFT environment. Working with the system engineers to deploy SWIFT in a government facility. Creating reports from the SWIFT metadata.
